<p> 1 2 ______3 Chairman Phil Mendelson 4 at the request of the Mayor 5 6 7 8 9 A BILL 10 11 ______12 13 14 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 15 16 ______17 18 19 To approve, on an emergency basis, Change Order Nos. 1and 2 to the Agreement for 20 Construction Management At-Risk Services for Infrastructure Work in 21 Connection with the DC United Soccer Stadium between the District of Columbia 22 government and W. M. Schlosser Company, Inc., Contract No. DCAM-16-CS- 23 0074, and to authorize payment to W. M. Schlosser Company, Inc., in the 24 aggregate amount of $1,630,088.00 for the goods and services received and to be 25 received under these change orders. 26 27 28 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, </p><p>29 That this act may be cited as the “W.M. Schlosser Company, Inc. Change Orders Nos. 1 </p><p>30 and 2 to Contract DCAM-16-CS-0074 Approval and Payment Authorization Emergency </p><p>31 Act of 2016”.</p><p>32 Sec. 2. Pursuant to section 451 of the District of Columbia Home Rule Act, </p><p>33 approved December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51), and </p><p>34 notwithstanding the requirements of section 202(a) of the Procurement Practices Reform </p><p>35 Act of 2010, effective April 8, 2011 (D.C. Law 18-371; D.C. Official Code § 2-</p><p>36 352.02(a)), and notwithstanding the requirements of section 202 of the Procurement </p><p>37 Practices Reform Act of 2010, effective April 8, 2011 (D.C. Law 18-371; D.C. Official </p><p>38 Code § 2-352.02), the Council approves Change Order Nos. 1 and 2 to Contract No. </p><p>39 DCAM-16-CS-0074 with W.M. Schlosser Company, Inc. for infrastructure work in 1 connection with the future DC United Soccer Stadium in the aggregate amount of </p><p>2 $1,630,088.00, and authorizes payment for the goods and services received and to be </p><p>3 received under these change orders. </p><p>4 Sec. 3. The Council adopts the fiscal impact statement provided by the Office of</p><p>5 the Chief Financial Officer as the fiscal impact statement required by section 4a of the </p><p>6 General Legislative Procedures Act of 1975, approved October 16, 2006 (120 Stat. 2038; </p><p>7 D.C. Official Code § 1-304.47a).</p><p>8 Sec. 4. This act shall take effect following approval by the Mayor (or in the </p><p>9 event of veto by the Mayor, action by the Council to override the veto), and shall remain </p><p>10 in effect for no longer than 90 days, as provided for emergency acts of the Council of the </p><p>11 District of Columbia in section 412(a) of the District of Columbia Home Rule Act, </p><p>12 approved December 24, 1973 (87 Stat. 788; D.C.
