Shelter Operations and accepting the Homeless – CoC feedback: Comments from Louise Hubbard, Cathy Jackson, Patricia Boswell - A drop down approach – get emergency managers together to find out what their practices are - There was a disparity, we are taking local approach, in Volusia we have our emergency manager hosting a meeting at the EOC - Must be concerted effort across the board. Local law enforcement must be part of the continuum of care. We don’t have control over the local government. - It’s a matter of civil rights not best practices. If homeless are barred from shelters due to lack of ID/housing status, that’s a civil rights issue, its discrimination. Each county has different awareness’s and practices re: civil rights issue. - All EOCs are operated through their county, they report to the County Commissioners. Eugene Williams will work with Robyn Andrews on survey to the CoCs re: these issues.

b. Displacement Impact on Affordable Housing – Eugene Williams

c.
