DISCUSSION: Zachary Summerlin 1. ESG Disaster Recovery Waivers (see attachment) - Counties impacted by this can be seen at https://www.fema.gov/disaster/4337 - Zachary Summerlin will provide more information on CPDs (Community Planning and Development) - Bill Aldinger sent email re: HUD $616 million grant press release – this will go through Dept. of Economic Opportunity

2. Spending Forecast for Unified Contracts: Zachary Summerlin - Statute allows for one extension per contract - After June 30, 2018 – no extension

3. Planning for Storms: Eugene Williams a. Shelter Operations and accepting the Homeless – CoC feedback: Comments from Louise Hubbard, Cathy Jackson, Patricia Boswell - A drop down approach – get emergency managers together to find out what their practices are - There was a disparity, we are taking local approach, in Volusia we have our emergency manager hosting a meeting at the EOC - Must be concerted effort across the board. Local law enforcement must be part of the continuum of care. We don’t have control over the local government. - It’s a matter of civil rights not best practices. If homeless are barred from shelters due to lack of ID/housing status, that’s a civil rights issue, its discrimination. Each county has different awareness’s and practices re: civil rights issue. - All EOCs are operated through their county, they report to the County Commissioners. Eugene Williams will work with Robyn Andrews on survey to the CoCs re: these issues.

b. Displacement Impact on Affordable Housing – Eugene Williams

c. CoC /HUD Submission Plans – Eugene Williams - Several CoC’s mentioned issues with the SNAP system as it was down for 10-12 days.

4. MYFLVet Presentation and Transportation for Eligible Veterans 2017 - PowerPoint sent out by Alene Tarter – brief discussion, more to be discussed at quarterly meeting on December 6, 2017.

6. Other issues identified by CoCs – Eugene Williams - We are looking at re-writing information in CoC legislature – codes written in statute need to be updated – we have begun that process.
