<p> DARYL LEE SPIEWAK, CEM, TEM</p><p>Vice President Foundation for Higher Education Accreditation [email protected] or [email protected]</p><p>Mr. Daryl Lee Spiewak, Certified Emergency Manager (CEM), Certified Texas Emergency Manager (TEM), is a founder and Vice President of the Foundation for Higher Education Accreditation. The Foundation seeks to accredit emergency management degree programs worldwide, and it also hosts the only Honor Society for emergency management students–Epsilon Pi Phi. The concept and organizational structure of the Foundation was developed at the Federal Emergency Management Agency’s Higher Education Conference in 2005, with the purpose of raising and then maintaining the quality of emergency management degree programs and certificates. The Foundation is working to gain its own accreditation from the U.S. Department of Education.</p><p>Currently, Mr. Spiewak manages two private consulting companies providing emergency management and homeland security services to public and private organizations. He teaches online management courses for the University of Phoenix as an Advanced Certified Facilitator and as an adjunct instructor for the Texas Division of Emergency Management.</p><p>Mr. Spiewak served as the Emergency, Safety, and Compliance Programs manager and Security officer for the Brazos River Authority in Waco, Texas, from October 1992 until his retirement in April 2011. The Brazos River Authority is an agency of the State of Texas that covers 65 counties and 44,000 square miles–about the size of the State of Tennessee. It owns and operates 3 water supply reservoirs and high- hazard dams, 13 wastewater treatment plants, and 3 water treatment plants. The Authority also owns the conservation storage pool in 9 U.S. Army Corps of Engineers lakes and has a 30-mile pipeline to transfer water from 1 reservoir to a nearby city to provide an additional source of drinking water.</p><p>Prior to working for the Brazos River Authority, Mr. Spiewak served 21 years in the U.S. Army. He served 8½ years as a Complex Electronics Receiving Systems technician and advanced electronics instructor in Alaska, West Germany, and the continental United States. He then served 13 years as a Master Explosive Ordnance Disposal (EOD) officer, leading EOD teams and providing security for two U.S. Presidents, Vice Presidents, Secretaries of State, numerous Foreign Heads of State, and other selected dignitaries. Mr. Spiewak responded to numerous terrorist incidents in the United States and overseas; trained Emergency Response Teams; and conducted full-scale exercises involving weapons of mass destruction.</p><p>Mr. Spiewak is active in national, international, and State emergency management associations, where he serves in various leadership roles. He is a past president (2003–2004); former Global Professional Standards director; Global Communications Workgroup chair; and Certification Commissioner of the International Association of Emergency Managers. He is a past president of the American Society of Professional Emergency Planners (2001–2002), and he served as the Journal editor for 6 years. He also served two terms as the 2nd vice president of the Emergency Management Association of Texas and has been a Board member since 2005.</p><p>Mr. Spiewak holds an M.A. in management from Webster University and a B.S. in liberal studies from the University of the State of New York. He is an honor graduate of the U.S. Army’s Command and General Staff College.</p><p>May 3, 2012</p>
