The Subcommittee will elicit consumer input and gather information, identify barriers to care, consider remedies and make recommendations to the Medicaid Managed Care Council. </p><p>Co-Chairs: Christine Bianchi & Heather Greene</p><p>Meeting Summary for February 15, 2012</p><p>Meeting convenes at 10:00 AM Introductions and Attendance:</p><p>Christine Bianchi (Co-chair), Gail Digioia CHNCT, Debra Gould, Kristin Dowty DSS, Malone Smith, Marty Milkovic, Robert Zavoski MD DSS, Yulia Chillington DSS, Mike Towers ACS, Evan Dantos, Shatia Kendall Husky InfoLine, Marilya Denny, Mark Schafer DSS</p><p>Adobe Acrobat 1. Pharmacy Update Document</p><p>. Evelyn led the pharmacy update discussion in regards to the survey they are</p><p> distributing to prescribers and pharmacists. The surveys want to look at</p><p> access and prior authorization. HP is ready to move forward to get survey</p><p> out on Surveymonkey.com.</p><p>. The survey link will be communicated to providers and pharmacists through</p><p> the electronic provider bulletin. CHN and DSS will help distribute the survey</p><p> link. </p><p>. The initial timeframe indicated to be 2 weeks with frequent reminders. </p><p>. Questions were raised about determining what satisfactory responses and benchmarks are. </p><p>. HP will monitor and report activity.</p><p>. Internships for survey research were discussed as a possibility for UConn</p><p>Pharmacy students. Tabled until it is identified that current proposed</p><p> methods are unsuccessful. </p><p>. March Meeting will discuss pharmacy initial results. </p><p>2. Consumer Protections</p><p>Husky Health Program Rights and Responsibilities</p><p>Adobe Acrobat Document The draft document is in the attachment. </p><p>. Dr. Mark Schaefer discussed the document of rights and responsibilities for</p><p> the Husky Health Program. There has been a group meeting to discuss the</p><p> document and its contents. There were concerns raised about the language</p><p> of rights and responsibilities. There was discussion about having freedom to</p><p> choose their provider, regardless if it’s Primary Care, Dentists, Specialists,</p><p>Etc. </p><p>. There was discussion about how a person would go about receiving these</p><p> rights. There is going to be a complaint section of the member handbook</p><p> where there are instructions on how to file a complaint with CHN. </p><p>. There was discussion about how this document is going to be distributed. The</p><p>Consumer Protections will be in the handbook and distributed electronically.</p><p>The document will be electronic so future changes can be made. There was</p><p> discussion about having alternative resources and information available such as CHN and Office of Healthcare Advocate. There hasn’t been concrete</p><p> distribution plans yet. The document will be reviewed annually. A member can</p><p> file a formal grievance electronically get a quick response back by CHN. The</p><p> electronic grievance section will mirror the system Value Options has in place</p><p> currently. Email is becoming a better way to communicate with the</p><p> consumer. </p><p>. The responsibilities’ are discussed in regards to what additional</p><p> responsibilities a consumer should have to fulfill. </p><p>-Obtain regular preventive care </p><p>- Usual Source of Care- Dental/Medical</p><p>- (Change of language) Follow a plan of care- agreed between you and provider</p><p>-Let DSS know of change of email, address, phone number, etc.</p><p>3. Delays in Enrollment </p><p>. There was discussion of the overload in pending cases and the lack of timely</p><p> decisions for applicants. There was brief discussion of the extensive hiring</p><p> necessary to compensate for the overload in enrollment.</p><p>4. Next Meeting Date and Items </p><p>There was discussion on possible items for April and March agenda. </p><p>.
