The Consumer Access committee will work to improve consumer access to health care. The Subcommittee will elicit consumer input and gather information, identify barriers to care, consider remedies and make recommendations to the Medicaid Managed Care Council.

Adobe Acrobat 1. Pharmacy Update Document

. Evelyn led the pharmacy update discussion in regards to the survey they are

distributing to prescribers and pharmacists. The surveys want to look at

access and prior authorization. HP is ready to move forward to get survey

out on Surveymonkey.com.

. The survey link will be communicated to providers and pharmacists through

the electronic provider bulletin. CHN and DSS will help distribute the survey

link.

. The initial timeframe indicated to be 2 weeks with frequent reminders.

. Questions were raised about determining what satisfactory responses and benchmarks are.

. HP will monitor and report activity.

. Internships for survey research were discussed as a possibility for UConn

Pharmacy students. Tabled until it is identified that current proposed

methods are unsuccessful.

. March Meeting will discuss pharmacy initial results.

2. Consumer Protections

Husky Health Program Rights and Responsibilities

. Dr. Mark Schaefer discussed the document of rights and responsibilities for

the Husky Health Program. There has been a group meeting to discuss the

document and its contents. There were concerns raised about the language

of rights and responsibilities. There was discussion about having freedom to

choose their provider, regardless if it’s Primary Care, Dentists, Specialists,

Etc.

. There was discussion about how a person would go about receiving these

rights. There is going to be a complaint section of the member handbook

where there are instructions on how to file a complaint with CHN.

. There was discussion about how this document is going to be distributed. The

Consumer Protections will be in the handbook and distributed electronically.

The document will be electronic so future changes can be made. There was

discussion about having alternative resources and information available such as CHN and Office of Healthcare Advocate. There hasn’t been concrete

distribution plans yet. The document will be reviewed annually. A member can

file a formal grievance electronically get a quick response back by CHN. The

electronic grievance section will mirror the system Value Options has in place

currently. Email is becoming a better way to communicate with the

consumer.

. The responsibilities’ are discussed in regards to what additional

responsibilities a consumer should have to fulfill.

-Obtain regular preventive care

- Usual Source of Care- Dental/Medical

- (Change of language) Follow a plan of care- agreed between you and provider

-Let DSS know of change of email, address, phone number, etc.

3. Delays in Enrollment

. There was discussion of the overload in pending cases and the lack of timely

decisions for applicants. There was brief discussion of the extensive hiring

necessary to compensate for the overload in enrollment.

4. Next Meeting Date and Items

There was discussion on possible items for April and March agenda.

Schaefer to consider the role of the committee.
