<p>MINUTES</p><p>STATE OF TEXAS COUNTY OF DENTON CITY OF JUSTIN</p><p>The Justin Planning and Zoning Commission, held a Public Hearing and Regular Session Meeting, open to the public, at the Justin Municipal Complex, City Council Chambers, 415 North College Street, on January 16, 2012, at 6:30 p.m., whereupon the following items were considered:</p><p>I. Call to Order </p><p>Meeting called to order at 6:30 p.m. Present at the meeting were Planning and Zoning Chair Jim Smith; Planning and Zoning Members: Steve Newby and Gregory Berryhill. Staff Member: Julie Reynolds, Administrative Assistant. </p><p>Guest(s): Mark McLaughlin, Sean Glaspell and Justin Economic Development Executive Director Chantal Kirkland. </p><p>II. Invocation</p><p>The invocation was given by Chairman Jim Smith. </p><p>III. Pledge of Allegiance</p><p>IV. Open Public Hearing</p><p>Public Hearing, consideration and possible action regarding a text amendment to the Comprehensive Zoning Ordinance (Ordinance No. 533- 12) to require approval of a site plan for any nonresidential or multi-family development.</p><p>V. Close Public Hearing</p><p>VI. Action Items</p><p>1. Discuss Consider and Act on Recommendation for City Council Approval of Ordinance No 533-12, an Ordinance of the City of Justin, Texas, Amending Chapter 12, the Comprehensive Zoning Ordinance of the City of Justin, as Heretofore Amended, by Approving a Zoning Ordinance Text Amendment to Add Section 12.1250 “Site Plan Required” and Modify Section 12.1502 Accordingly; Providing for the Repeal of All Ordinances in Conflict; Providing a Severability Clause; Providing for a Penalty of Fine Not </p><p>PLANNING AND ZONING MINUTES - JANUARY16, 2012 Page 1 to Exceed the Sum of Two Thousand Dollars ($2,000.00) for Each Offense; and a Providing an Effective Date. </p><p>Committee Member Gregory Berryhill made a Motion to Approve Ordinance No. 533-12. Committee Member Steve Newby seconded the Motion. </p><p>Vote: Ayes: Berryhill, Newby and Smith Nays: None Absent Not Voting: Ramsey, McCallum and Thompson </p><p>2. Discuss Consider and Act on Nominations for a Justin Planning and Zoning Committee Member to fill the seat previously vacated by former Committee Member Jack Brown and for Alternate Planning and Zoning Committee Members. </p><p>Committee Member Newby made a Motion to Nominate and Recommend City Council Approval of Mark McLaughlin as a Justin Planning and Zoning Committee Member and Shawn Glaspell as an Alternate Justin Planning and Zoning Member. Committee Member Berryhill seconded the Motion.</p><p>Vote: Ayes: Berryhill, Newby and Smith Nays: None Absent Not Voting: Ramsey, McCallum and Thompson </p><p>VII. Consent Item</p><p>Discuss, Consider and Act on the Approval of the October 25, 2011, Planning and Zoning Minutes. </p><p>Committee Member Newby made a Motion to Approve the October 25, 2011, Planning and Zoning Minutes. Committee Member Berryhill seconded the Motion.</p><p>Vote: Ayes: Berryhill, Newby and Smith Nays: None Absent Not Voting: Ramsey, McCallum and Thompson </p><p>VIII. Adjournment</p><p>Committee Member Berryhill made a Motion to Adjourn.
