<p>PRELIMINARY OPTIMIZATION GOALS</p><p>Overall Goal: To optimize the infrastructure that supports libraries to improve service to the end user. </p><p>1. Governance Reduce sources of friction between local libraries, systems and districts Define various roles to eliminate duplication and confusion Build flexibility to meet varying/changing needs of the state Increase accountability for deliverables Design efficient and balanced administrative structure Provide a nimble structure for procurement and delivery of statewide services and resources Facilitate coordination among libraries of all types (school, public and academic, and special) Increase cost effectiveness of services Create an intuitive structure (clear, easy to explain, logical) Develop phased transition and implementation plan Address issues related to un-served populations</p><p>2. Delivery of Physical Material Ensure regular and convenient delivery to every state aided library/branch Communicate and coordinate specialized collections throughout the state Ensure consistent adoption of new ILL code</p><p>3. Centralized Digital Services – “Hi Tech Up” Provide coordination for statewide resources including non-local reference, ILS, preservation and digitization of local history, E-resources Leverage savings through consolidated technology efforts Improve quality of technology resources</p><p>4. Consulting on day-to-day (Generalists) – “Hi Touch Down” Require defined & consistent goals for consultants (e.g., regular visits, filed reports, coordination of library improvement plans, etc.) & accountability for those goals Ensure independence of consultant from a specific library so services are neutral and objective Provide timely services locally, based on knowledge of local needs</p><p>5. Consulting for library improvement (Specialists) Require defined & consistent goals for consultants (e.g., assistance & expertise in strategic planning, capital & building plans, technology, HR, fund development, advocacy, marketing, legal etc.) & accountability for those goals Make available throughout the state</p><p>6. Leadership and Professional Development Coordinate or provide training and/or orientation for: New directors/administrators, Board members, Friends, library staff (e.g., customer service, reference work, collection development, programming, etc.) Hold statewide professional development days</p>
