However, most implementations of e-government have provided temporary approaches rather than holistic view for citizen-oriented service level. Moreover, most e- governments are still placed at early stage of developments. In order to build an advanced and matured e- government for citizen-oriented public administration, government should consider key issues and relevant strategies.
