Assist the Executive Committee to develop strategic objectives and policies for the organisation. 2. Produce and deliver operational plans and budgets for the work of HcL in line with HcL’s strategic objectives and funding agreements. 3. Lead the HcL staff team, ensuring effective recruitment, management, support and development and satisfactory achievement of personal objectives. 4. Manage, delegating as appropriate, the physical resources of the organisation effectively including acquisition, maintenance and disposal of vehicles, equipment and premises. 5. Manage, delegating as appropriate, the financial resources of the organisation effectively, in line with organisation policy. 6. Ensure effective monitoring, record keeping and management reporting on all HcL activities. 7. Ensure compliance with all legislation and other statutory requirements, and with those internal policies and standards agreed by the organisation. 8. Ensure the delivery of high quality door to door (and ‘through the door’) transport services that are efficient, effective and safe. 9. Support, advise and assist the Executive Committee and its members on all aspects of governance, including servicing the Executive Committee and its subcommittees, and providing services to the Members of the company. 10. Establish and maintain constructive relationships with key partners, including funders, other transport bodies, health and social care agencies, and user groups, as the principal staff representative of HcL. Promote HcL to users and potential users, the public, media and other stakeholders. 13. Chief Executive </p><p>CHIEF EXECUTIVE Summary of terms & conditions</p><p>1. Salary £43,611 to £52,485 pa (SJC 50-58); new appointments are normally placed at the bottom of the scale.</p><p>2. Lothian Region Personal Pension Scheme</p><p>3. 28 days annual leave plus 3 additional after 5 years. Plus a further 3 additional after 10 years. Plus 6 public and 2 discretionary days.</p><p>4. Working week of 37 hours, some unsocial hours, occasional travel across the UK.</p><p>5. Working from HcL’s main office in Canaan Lane, Edinburgh EH10. (NB, HcL expects to relocate from this site to other suitable premises in the Lothians within the next year).</p><p>6. Probationary period: Six months with interim review at three months.</p><p>7. One month’s notice by either party during first six months (probationary period); rising to three months after the probationary period. Chief Executive </p><p>Chief Executive</p><p>Background information for applicants</p><p>HcL</p><p>HcL is a voluntary organisation providing through-the-door ‘dial-a-ride’ and ‘Dial-a-Bus’ transport services for disabled people and others with limited mobility. It operates throughout the Lothians area, serving the communities of West Lothian, Edinburgh, Midlothian and East Lothian. Founded in 1981 as ‘Handicabs (Lothian)’ and operating continuously since, HcL is one of the longest-established and best respected such organisations in Scotland. HcL is managed by an Executive Committee, which is accountable to its Members (these numbered 380 in March 2014). The Executive Committee has a majority of service users; this accountability to service users is a distinctive part of HcL’s ethos and history. HcL is a Limited Company (SC79712) and registered Charity (SC013906). HcL currently operates two main services - a dial-a-ride service, offering door to door transport to any destination, subject to availability, for individuals seven days a week, 365 days per year; and a Dial-a-Bus service which takes people to a local shopping centre at set times through the week depending on where they live. Between them, these services provide around 90,000 passenger trips each year. HcL has 39 staff and 29 vehicles. Our total expenditure in 2013-14 was £1.356 million. Funding is largely provided by the four local councils in our operating area, and significant income also comes from fares, the Bus Services Operators Grant (BSOG), the NHS, central government and trusts (especially for vehicles), and donations. With changes in local government, including ever-increasing pressure on budgets and joint provision and personalisation of health and social care services, HcL also faces a changing environment.
