<p> higwell C PARISH COUNCIL</p><p>MINUTES</p><p>Meeting: PLANNING COMMITTEE Date: 10th August 2017 Time: 7.30PM</p><p>Venue: COUNCIL OFFICES, HAINAULT ROAD, CHIGWELL</p><p>PRESENT: Councillors (8) Councillors, Roger Farthing (Chairman), #Naveed Akhtar, Deborah Barlow, Kewal Chana, Rochelle Hodds, Alan Lion, Brian Sandler and Darshan Singh Sunger. </p><p>Officers (1) Anthony-Louis Belgrave – Clerk to the Council. </p><p>Also in Attendance (0) There were no members of the public in attendance.</p><p>17.44 APOLOGIES FOR ABSENCE (3) Apologies were received from Councillors, Richard Alvin, John Knapman and Barry Scrutton. </p><p>17.45 OTHER ABSENCES (0) NOTED that there were no other apologies.</p><p>17.46 MINUTES The Minutes of the Planning Committee which took place on 27th July 2017 were CONFIRMED.</p><p>17.47 DECLARATIONS OF INTEREST It was NOTED that if a planning issue is for discussion at both Parish and District level and Councillors sit on both authorities it was made clear that the Councillor/s will reconsider the matter at District level, taking into account all relevant evidence and representations at the District level. Therefore, the Councillor/s cannot be bound in any way by any view expressed at the Parish level or by the decisions of this Committee.</p><p>Members NOTED that Councillor Akhtar declared a personal, and prejudicial interest in Planning Application Number EPF/1932/17 on the grounds he is the applicant. Accordingly, he left the meeting when the application was discussed and took no part in the discussion and did not vote. </p><p>MINUTES 17/ Plan10August2017 - 1 - Chigwell PARISH COUNCIL</p><p>MINUTES Meeting: PLANNING COMMITTEE Date: 10th August 2017 </p><p>17.48 REPRESENTATIONS FROM MEMBERS OF THE PUBLIC</p><p>Members NOTED that there were no representations from members of the public.</p><p>17.49 PLANNING APPLICATIONS Eight applications for planning permission were CONSIDERED and the plans inspected as follows:</p><p>EPF/1255/17 Globe Cottage Demolition of existing building and Marie-Claire 19 Lambourne Road outbuildings to be replaced with a new Tovey Chigwell detached dwelling, landscaping and driveway. IG7 6HA Mrs Karen Feroze</p><p>The Council has NO OBJECTION to this application.</p><p>EPF/1842/17 The Cottage Retrospective application for the demolition of Jonathan Doe 102 A High Road existing car lodge and to propose new patio and Chigwell raised decking area to the rear. IG7 6PJ Mr David Dobrin</p><p>The Council has NO OBJECTION to this application.</p><p>EPF/1881/17 48 Lechmere Demolition of existing side garage and Corey Isolda Avenue proposed double storey rear and side extension Chigwell and loft conversion with two roof-lights. Essex IG7 5ET Mr Vicash Chott</p><p>The Council OBJECTS to this application because the proposed first floor extension should be set-back by one metre from the respective site boundary.</p><p>EPF/1897/17 8 Dacre Close Single storey ground floor rear extension. Jonathan Doe Chigwell Essex IG7 5HQ Mr Colin Farley</p><p>The Council has NO OBJECTION to this application.</p><p>MINUTES 17/ Plan10August2017 - 2 - Chigwell PARISH COUNCIL</p><p>MINUTES Meeting: PLANNING COMMITTEE Date: 10th August 2017 </p><p>EPF/1901/17 40 Woolhampton Conversion of existing single dwelling into Ian Ansell Way 2No 2 bedroom, 3 person flats and 1No 1 CHIGWELL bedroom, 2 person flat. IG7 4QH Mr R Batir</p><p>The Council OBJECTS to this application because this conversion into multiple flats would be a thoroughly inappropriate development for Woolhampton Way. It is totally out-of- keeping with the existing aesthetic and would result in an unwelcome precedent being set. </p><p>EPF/1925/17 27 Mount Pleasant Demolition of existing single storey rear Sukhdeep Jhooti Road extension, proposed new single storey rear Chigwell extension to 6.0m depth across two-thirds of IG7 5EP rear of property. Mr Habib Azam</p><p>The Council has NO OBJECTION to this application.</p><p>EPF/1931/17 77 Turpins Lane Hip to gable roof extension with rear dormer in Jonathan Doe Chigwell connection with a loft conversion, single storey IG8 8BA rear extension and enlarged basement area with Mr Matthew raised terrace area above. Osborne</p><p>The Council has NO OBJECTION to this application.</p><p>#Councillor Akhtar left at the meeting.</p><p>EPF/1932/17 17 Chigwell Rise Demolish existing house and erect a new house Jonathan Doe Chigwell with rooms in the loft. IG7 6AQ Mr Naveed Akhtar</p><p>The Council has NO OBJECTION to this application.</p><p>Members NOTED that six letters of support to this application had been received and were displayed.</p><p>#Councillor Akhtar returned to the meeting.</p><p>Members NOTED that there were five applications for information from the District Council.</p><p>MINUTES 17/ Plan10August2017 - 3 - Chigwell PARISH COUNCIL</p><p>MINUTES Meeting: PLANNING COMMITTEE Date: 10th August 2017 </p><p>17.50 PLANNING DECISIONS Members NOTED that there were no decisions of the District Council, as set out in the agenda.</p><p>17.51 WITHDRAWN APPLICATION Members NOTED the withdrawn application as set out in the agenda.</p><p>17.52 ENFORCEMENT NOTICE</p><p>Members NOTED the enforcement notice as set out in the agenda.</p><p>The meeting closed at 8.20pm. </p><p>Signed ......
