Introduction 1.1. Scheme Description Atkins Ltd. has been instructed by Pembrokeshire County Council (PCC) – Transportation & Environment to prepare and submit an application for full planning permission for redevelopment of land within Fishguard Town Centre, Pembrokeshire. The Chimneys Link Town Centre Enhancement Scheme (“the scheme”) provides improved traffic flows, better public transport facilities, improved permeability for pedestrians and cyclists and an improved public realm. A one-way system created by the scheme will facilitate complementary improvements to the public realm along West St and High St in the form of reduced congestion, increased space devoted to footways and improved safety for both road users and pedestrians. This scheme is a continuation from a previously approved proposal – the Phase 1 scheme was subject to planning permission granted on 20 February 2017 (Reference: 16/0857/PA) and consists of the following: Partial demolition of the Ship & Anchor Public House; Relocation of the Co-op building entrance; Construction of car park areas; and Landscaping. The scope of this full planning application includes the following: Construction of a new link road to form part of a one way gyratory system through the centre of Fishguard; Non-motorised user provision; Bus/Coach focal point; Public realm improvements; Changes to the delivery area and former parking area of the Co-Operative store; Street lighting and signage; Surface water drainage infrastructure; Bat house; and Demolition of the former Fishguard Junior School main building, the school canteen, three outbuildings, Transition Bro Gwaun and the pitched roof section of the former library attached to the Ship & Anchor Public House. Document Purpose This Transport Assessment (TA) has been prepared in support of the planning application and evaluates the impact of the development proposals on the surrounding transport network. The TA has been produced in accordance with the Welsh Government’s Technical Advice Note (TAN) 18: Transport. 1.3. Report Structure This TA Report includes a further seven chapters as follows: Chapter 2: Planning Policy Context; Chapter 3: Existing Situation; Chapter 4: Personal Injury Accidents; Chapter 5: Proposed Development; Chapter 6: Traffic Impact Assessment; Chapter 7: Transport Implementation Strategy; and Chapter 8: Summary and Conclusions.
