The remaining athletic district alignments will be released no later than March 16, 2020, with the academic alignments to follow. An organizing chair school list is also enclosed. The organizing school is responsible for organizing the initial district executive committee meeting and notifying the UIL office of the name and the school of the permanent chairperson for each sport. This ensures that district executive committee information is sent to the correct person. Schools may discuss scheduling possible games beginning on February 3rd, but cannot actually contract until February 26th. District schedules cannot be finalized and official until the alignment is finished. The District Assignment Appeals Committee will hear final appeals on February 25, 2020. District schedules cannot be officially finalized until February 26, 2020. Appeals Information A member school has two opportunities to appeal its district assignment. The first level of appeal involves the local district executive committees (DECs). Schools wishing to change districts may do so by getting a majority vote from both the DEC to which they have been assigned and the DEC to which they wish to be assigned. The school must complete the Reclassification and Realignment Appeal Form and submit it to each DEC for consideration. If a majority vote is achieved from both DECs, both district chairs must notify the UIL acknowledging the majority vote by emailing [email protected]. The school appealing shall also email the completed form to [email protected]. Once these steps have been completed, UIL will notify the appealing school and both district chairs that the approval has been received and the change has been made to the district assignment. The second level of appeal, only available to schools who sought and did not receive the first level appeal, involves the UIL District Assignment Appeals Committee (DAAC). The Chair of the UIL Legislative Council shall appoint the UIL DAAC members. A participant school may request an appeal of the district assignment, after unsuccessfully attempting to acquire the first level appeal, by filing its request and a supporting statement with the UIL DAAC and informing, in writing, the superintendent and principal of the schools in the conference and district to which it was assigned and notifying the superintendent and principal of the schools in the conference and district to which it wishes to be assigned. Notification must go to all schools that could be affected by the change. This appeal must be made by February 14, 2020 by submitting the completed form to [email protected]. The appeals hearing is scheduled for February 25, 2020. 3 Please note the following rules: Football: Section 1250 (i) (1) & (2) of the Constitution and Contest Rules states: (i) SITE AND DAY OF GAME. (1) Non-district Games. Mutual agreement determines site and day of game. (2) District Games. District schedules, unless unanimously agreeable otherwise, shall be made by a draw for a two year period. Home team may designate the day of the game. Exception: When a school district has more than one home game per week and only one stadium, the day of the game shall be determined by a draw unless mutually agreeable otherwise. Starting times shall be set by the district executive committee, unless mutually agreeable otherwise. Other Sports: Section 1203 (d) of the Constitution and Contest Rules states: (d) SCHEDULING. The district executive committee shall arrange a schedule to determine district representatives prior to the deadline specified in the Official League Calendar. Important Dates: February 3-14, 2020 Schools wishing to change districts may do so through the first level appeal process described above. February 14, 2020 The deadline for a participant school to request an appeal of their district assignment, after unsuccessfully attempting to acquire the appeal through the first level appeal process, to the UIL office. February 25, 2020 The UIL District Assignment Appeals Committee hearing will be held February 25, 2020, beginning at 9:00 am. When all appeals are completed, the District Assignment Appeals Committee shall approve the assignments to districts. Until this approval, contracts for contests by participant schools are not effective. February 26, 2020 First day for District Executive Committees to finalize district schedules.
