Staff members present were Clerk-Treasurer Annette Gilchrist, Deputy Clerk-Treasurer Bill Piasetzki. Bruce McIntyre from the Eganville Leader and the Applicant Melanie Smith were also present. Mayor Donohue called the public planning meeting to order. Mayor Donohue reported that the public planning meeting was being held to consider a Zoning By-Law Amendment requested by Travis and Melanie Smith. Mayor Donohue reported that Consent File B58/16 has been conditionally approved to sever a surplus dwelling from the farm. As a condition of approval, the retained lands must be rezoned to prohibit residential use. The purpose of the proposed zoning by-law amendment is to rezone approximately 39 hectares of farmland to prohibit residential use. The effect of the amendment is to rezone the retained lands from Agriculture (A) to Agriculture-Exception Thirty-Three (A-E33). All other provisions of the Zoning By-law will apply. The lands affected by the amendment are located in Part of the Lot 29, Concession 9, at 2933 Stone Road, in the geographic Township of Admaston. The Clerk reported that Notice of the public meeting was mailed to five property owners of land within 120 metres of the land affected by the zoning amendment on January 16, 2017. Notice was also sent to the: Owners to eight public bodies as required County of Renfrew C.A.O./Clerk. The Conseil des écoles publiques de l'Est de l'Ontario responded that they have no comments or concerns. Enbridge Gas Distribution responded that it does not object to the proposed application and reserves the right to amend or remove development conditions. Seeing no other comments or inquiries, Mayor Donohue called a brief recess at 7:20 p.m. Mayor Donohue called the meeting back into session at 7:28 p.m. and provided an explanation on the appeal process. Hearing no concerns or objections the Thursday February 16th, 2017 Public Planning meeting was adjourned at 7:29 p.m. _____________________________ __________________________ Mayor Clerk-Treasurer CORPORATION OF TOWNSHIP OF ADMASTON/BROMLEY SECOND MONTHLY MEETING Council met for their second monthly meeting at the Municipal Council Chambers on Thursday, February 16, 2017 at 7:30 p.m. Present were Mayor Michael Donohue, Deputy Mayor Robert Dick and Councillors Bob Hall, Kevin LeGris and Mike Quilty. Staff members present were Clerk-Treasurer Annette Gilchrist, Deputy Clerk- Treasurer Bill Piasetzki and Public Works Superintendent Chris Kunopaski. From the press was Bruce McIntyre, Eganville Leader and members of the public in attendance included Kevin Van Woezik, Sharleen Van Woezik, Terry McHale, Bill McHale, Pat Rowan, Patrick Donohue and Jim McHale. Mayor Michael Donohue called the meeting to order followed with a moment of silence. The following change was made to the agenda: - Move Item 11 Protective Services up to Item 6 Resolution No. 12/02/17 Moved by Mike Quilty, seconded Robert Dick Be it resolved that Council accept the agenda as amended this date for the regular Council meeting February 16th, 2017. “Carried” The minutes of the Council meeting which was held February 2, 2017 were provided to Council for approval and the following resolution was passed: Resolution No. 13/02/17 Moved by Mike Quilty, seconded Robert Dick Be it resolved that Council accept the minutes of the Council meeting held on February 2nd 2017. “Carried” Protective Services – Chair Mike Quilty, Committee Member Robert Dick Minutes of the Police Services Board meeting held January 11, 2017 were reviewed by Council and accepted as information. A By-law to appoint Kevin Van Woezik Fire Chief for the Township of Admaston/Bromley was considered by Council and the following resolution was passed with a request for a recorded vote: Resolution No. 14/02/17 Moved by Mike Quilty, seconded Robert Dick Be it resolved that Council approved the passing of a By-Law to appoint Kevin Van Woezik Fire Chief of the Douglas Fire Department. Bob Hall – for Kevin LeGris – for Mike Quilty - for Robert Dick – for Michael Donohue – for “Unanimously Carried” Planning and Economic Development Committee - Chair Bob Hall, Committee Member Kevin LeGris A Zoning By-Law Amendment was brought forward from the public planning meeting held prior to the Council meeting and the following resolution was passed: Resolution No. 15/02/17 Moved by: Bob Hall, seconded by Kevin LeGris Be it resolved that Council approve the passing of a By-Law amending By-Law 2004-13 for the purpose of rezoning a portion of the lands located in Part of Lot 29, Concession 9, in the geographic Township of Admaston, from Agriculture (A) to Agriculture-Exception Thirty-Three (A-E33). “Carried” Community Service Committee Chair Kevin LeGris, Committee Member Bob Hall The following reports were reviewed by Council and accepted as information: 2016-2015 Comparison Livestock Claims Minutes of the ARC Meeting held January 9, 2017 2011-2016 Census Population Counts for County of Renfrew Municipalities Public Works Committee – Chair Robert Dick, All of Council A Tile Drainage Loan Application was received for Tim and Leanne Egan and the following resolution was passed: Resolution No 16/02/17 Moved by Robert Dick, seconded by Mike Quilty Be it resolved that Council approves the Tile Drainage Loan Application in the amount of $50,000.00 as requested by Tim and Leanne Egan. “Carried” The Roads Voucher dated February 10th, 2017 was provided to Council for approval and the following resolution was passed: Resolution No 17/02/17 Moved by Robert Dick, seconded by Mike Quilty Be it resolved that Council approve payment of the Roads Voucher dated February 10th, 2017 in the amount of $131,082.11 “Carried” Budget and Finance and Human Resources - Chair Michael Donohue, Committee Member - All of Council The General Voucher dated January 1st to February 10th, 2017 was presented to Council for approval.
