Questionaire and other tool of the Survey…........................................ 216 122 Introduction Over the last period of economic reforms significant changes have been recorded in all sectors of economy, which requires the integration of the national economy to the world economic system. In a period of globalization, dynamic growth and market relations development, the agriculture is becoming one of the most important sectors of economy and a progressive type of activity affecting all segments of the population. The specific weight of the sector in the country’s GDP amounts to 21.3%. Agriculture is the most sustainable area which replenish the state budget by monetary resources. In addition, the agriculture related activities promotes to create additional jobs and increase population employment. Agriculture forms the basis for the state stability, being an important budget- forming component, which drastically contributes to the development of independent regions of the country. The development of dekhkan farms in the Republic of Tajikistan promotes the growth of entrepreneurial activity of the population and effectiveness of the programs for monitoring of small businesses. Prior to transition to a market economy, the specific weight of the state enterprises was significantly higher. In the subsequent period the creation of the private sectorand emergence of a large number of dehkan farms put new tasks to water statistics on the objective measurement of the water resources use and water mark-up. With a view to observe and describe these processes the calculations of the main SNA indicators based on the “SNA-93”have been introduced since 1995in the Agency onstatistics under the President of the Republic of Tajikistan. To ensure reliable statistical information, it is necessary to improve the quality of SNA data at the level of the economy and its individual industries as a whole through reviewing the methods of initial information collection, introduction of new standards and classifications. Data reconciliation at a more detailed level of SNA aggregation can be obtained by introducing the “Standard table of physical indicators of resources and water use and Mixed table of resource and use”. These tables allow to analyze the links between several sectors of the economy. One of the essential components of these tables is water resources data, which are one of the main sectors of environmental statistics. It should be noted that the water cadastre was conducted last in 2003. The baseline data to be obtained to define the water cadastre is required for compiling the national accounts and calculating GDP. It is worth to note that the Agency onstatistics repeatedly directed attention tothe priority of conducting of the water user’s survey. The objectives of this Survey were to collect scientifically grounded information for calculating the water cadaster maintenance. 123 The results of this Survey will provide an opportunity to harmonize statistical data in accordance with international standardsand will also be used for SNA calculations. This will allow the Agency on statistics to: improve the database of national accounts with new water use indicators; obtain up-to-date information concerning water resources on the required structure; improve the calculations and assessments of macroeconomic indicators by new supplemented indicators on environmental protection; use the survey results in the tables “Resources and use”. The survey results were approved both by the International Consultant and representatives of the Tajik Scientific Research Institute for Hydrology and Land Reclamation - Tajik NIIGiM, Ministry of Energy and Water Resources of the Republic of Tajikistan whoexpressed gratitude
