The RBI Governor Shaktikanta Das stated that the six- member Monetary Policy Committee voted 5:1 in favour of 40 bps cut in interest rate. ● The RBI Governor stated, private consumption has seen biggest blow due to COVID-19 outbreak, following investment demand has halted big time impacting the government revenues severely due to slowdown in economic activity. ● The inflation outlook is highly uncertain with elevated level of inflation in pulses being worrisome and therefore requires review of import duties. ● GDP growth in 2020-21 goes in negative territory. The headline inflation may remain firm in first half of year; ease in the second half, falling below 4 per cent in Q3/Q4 of financial year 20-21. RBI extends benefits under SLF-MF to all banks ● The RBI allowed regulatory benefits to banks meeting the liquidity needs of mutual funds without using RBI’s Special Liquidity Facility for MFs (SLF-MFs). ● This means banks using their own funds to meet liquidity needs of mutual funds, and purchasing investment-grade corporate bonds, commercial papers (CP), debentures and certificates of deposit (CD) held by MFs can claim the regulatory benefits available under SLF-MF scheme. The decision was taken based on requests received from banks, RBI stated in a statement. ● RBI opened a special liquidity facility of Rs 50,000 crore to ease the liquidity strain on mutual funds, which had intensified due to redemption pressures sparked by the closure of some debt schemes. ● The central bank also granted certain regulatory benefits to banks using the window. The liquidity availed under this window could be classified as held-to-maturity (HTM) even beyond 25 per cent of the total investment permitted in the HTM portfolio. The exposures under the facility won’t be reckoned under the Large Exposure Framework (LEF). ● Meanwhile, RBI extended the amended market trading hours until further notice and will review it when the government announces directions pertaining to the lockdown. As per the revised timings, RBI regulated market opens at 10 am instead of 9 am earlier, while the closing timings have been revised to 2 pm for all segments. ● The amended trading hours i.e., from 10.00 am to 2.00 pm for RBI-regulated markets that were effective till the close of business on April 30, 2020, shall be extended till further notice, it stated. The licence of CKP Co-operative Bank Ltd has been cancelled with effect from the close of business on April 30, 2020, as the bank's financial position had worsened. ● In its order, the central bank has maintained that the CKP Co-operative Bank Ltd was not in a position to pay its present and future depositors due to its financial instability. ● The RBI stated, The CKP Co-operative Bank Ltd., Mumbai, is prohibited from conducting the business of ‘banking’ which includes acceptance of deposits and repayment of deposits. ● The Registrar of Co-operative Societies, Pune, Maharashtra, has also been requested to issue an order for winding up the affairs of CKP Co-operative Bank Ltd. and appoint a liquidator for the bank. ● The bank is not satisfying the requirement of minimum capital and reserves....The bank is not in a position to pay its present and future depositors, thereby not complying with Section 22(3) (a) read with Section 56 of the Act, the RBI stated. ● The central bank further stated that the CKP Co-operative Bank’s efforts for revival have been far from adequate though it was given ample time and opportunity and dispensations. RBI extends moratorium for 3 more months ● The Reserve Bank of India (RBI) has extended the moratorium on term loans and deferment of interest on working capital facilities by three more months to August 31, 2020. The three month moratorium and deferment was to come to an end on May 31. ● The RBI also stated the deferred interest on the working capital facility can be converted into funded interest on term loan, repayable by March 31, 2021.
