REGULAR PUBLIC MEETING MAY 20, 2019 BOARD OF EDUCATION Ridgewood, New Jersey MAY 20, 2019 Education Center Executive Session - 6:30 p.m. Regular Public Meeting - 7:30 p.m. AGENDA * * * * * MEETING REGULATIONS At all regular meetings, two opportunities are provided for citizens to make comments. The public comment periods will be scheduled after presentations and approximately 9:00 p.m. or just prior to the end of the meeting, whichever occurs first. The first opportunity may be limited by the presiding officer to conclude at about 8:00 p.m. in order for the Board to continue with its scheduled agenda. The second opportunity will occur at about 9:00 p.m. at the discretion of the presiding officer taking into consideration a break point in the agenda. At every opportunity for public comment, citizens are invited to comment on subjects on the agenda or general topics. At the discretion of the presiding officer, public comments may be permitted at other times. Please remember this is a public meeting. Anything you say will be a public record. As a result, pursuant to law, the Board of Education cannot respond to you publicly concerning certain matters, such as those regarding an individual student or personnel. If there is a matter that you wish to remain private concerning personnel or students, please contact the Superintendent’s Office. Public comment periods shall also be governed by the following rules: 1. Persons wishing to speak must, upon being recognized, rise, sign in, and state their names and addresses. 2. Each speaker shall be limited to four minutes. The Board Recorder will note the time. A speaker who has not finished in the allotted time will be directed by the presiding officer to summarize quickly and relinquish the floor within 30 seconds (Ref: Bylaw 0167). 3. Comments shall be limited to issues. If personal remarks or discourteous statements are made, the presiding officer shall require the speaker to stop. 4. All statements shall be directed to the presiding officer, no participant may address or question Board members individually. 5. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard. 6. Questions requiring investigation shall be referred by the Board to the Superintendent’s Office for consideration and later response. A participant may be asked to submit such questions in written format. RESOLUTION OF APPRECIATION FOR OUTGOING STUDENT REP Dr. Fishbein It is recommended that the Board approve the following resolution of appreciation in honor of Tianna Kim. WHEREAS, Tianna has served as the student representative to the Board of Education during the 2018-2019 school year; and WHEREAS, It has been her responsibility to voice the student perspective to the Board at their public meetings and she has been diligent and conscientious in attending the Board of Education meetings; and WHEREAS, Tianna has conducted herself with poise and courtesy while listening attentively to many lengthy discussions pertaining to the governance of the school district; and 2 REGULAR PUBLIC MEETING MAY 20, 2019 WHEREAS, Tianna has presented thoughtful and informative reports to the Board of Education on issues and events at the high school; and WHEREAS, Tianna is a talented, tenacious leader and organizer, who is the lynch pin of a number of activities in and outside of RHS such as the RHS Varsity Debate Team (2-year Captain), Self-Advocacy Club (President), Teen Leads (Leader), and RHS Ambassadors (Leader); and WHEREAS, Tianna is a member of the National Honor Society, and a member of the Debate Club who served two terms as Captain, assisting her team in securing first place at the Harvard National Forensics Tournament; and WHEREAS, Tianna spent one summer as a participant in the Anthony Robbins’ Global Leadership Summit in San Diego, CA; interned under the CEO of Circle of Health International for the past three years; volunteers through the Friends of Music Foundation (serving as President); and as a counselor at Camp Lots-of-Fun; and WHEREAS, Tianna has taken a demanding academic program during her time at RHS, including being placed in all Honors level classes during her sophomore year, as well as being selected for our highest orchestra group – Chamber Orchestra; taking three AP and three Honors level courses during her junior year; and four AP and two Honors courses during her senior year; and WHEREAS, Tianna has a joyful passion and commitment to excellence, excellent organizational and leadership skills, and is a creative, conscientious, insightful, empathetic young lady who exudes grace in all aspects or her life; now, therefore, be it RESOLVED, That the members of the Ridgewood Board of Education express their gratitude and appreciation to Tianna Kim for her service to the student body and Board of Education and send her their best wishes for success in all future endeavors; and be it further RESOLVED, That this resolution be entered into the official minutes of the Board of Education meeting held on the 20th day of May, 2019. ATTENDANCE AT CONFERENCES Dr. Fishbein The Ridgewood Board of Education, upon the recommendation of the Superintendent of Schools, approves Attendance at Conferences, as listed on Attachment A. B. ADMINISTRATION Dr. Fishbein i. Receipt of Suspension and Harassment, Intimidation, and Dr. Fishbein Bullying (HIB) Reports The Ridgewood Board of Education, upon the recommendation of the Superintendent of Schools, acknowledges it has received confidential information regarding suspensions and investigations of HIB that have occurred since the last Board meeting. ii. Approval: Continuation of Position of Student Representative to Dr. Fishbein the Board The Ridgewood Board of Education, upon the recommendation of the Superintendent of Schools, approves the continuation of the position of student representative to the Board under the terms and conditions contained in Policy 0143.2, Pupil Representative to the Board of Education, as shown on Attachment B. The original proposal was approved on May 16, 1977. It is recommended that the student may leave at 10:00 p.m. iii. Adoption: Current Board Policy Manual Dr. Fishbein The Ridgewood Board of Education, upon the recommendation of the Superintendent of Schools, approves the adoption of the current Board Policy Manual. iv. Adoption: NJSBA Code of Ethics Dr. Fishbein The Ridgewood Board of Education, upon the recommendation of the Superintendent of Schools, approves the adoption of the NJSBA Code of Ethics as listed on Attachment C. v. Approval: Designation of Official Newspapers Dr. Fishbein The Ridgewood Board of Education, upon the recommendation of the Superintendent of Schools, approves The Record and The Ridgewood News as official newspapers for all legal advertisements and notices for the 2019-2020 school year. vi. Approval: Appointment of Architect Dr. Fishbein The Ridgewood Board of Education, upon the recommendation of the Superintendent of Schools, approves the following resolution: WHEREAS, the Ridgewood Board of Education requires the professional services of an Architect, and WHEREAS, the nature of the services to be performed meet the definition of “professional services” set forth in the Public School Contract Law, and 4 REGULAR PUBLIC MEETING MAY 20, 2019 WHEREAS, funds are available to obtain such professional services, and WHEREAS, the Public School Contract Law N.J.S.A. 18A:18A-5 authorizes the awarding of contracts for professional services by resolution of the Board of Education without publicly advertised competitive bids; ACCORDINGLY, the Ridgewood Board of Education at the public meeting held on May 20, 2019, authorizes the award of the following professional services appointment and contract: That the firm of LAN Associates, Midland Park, NJ, be appointed Board of Education Architect for the period July 1, 2019 through June 30, 2020, at fees negotiated for each individual project, and as per the rates listed on Attachment D. This professional services contract is made and awarded without competitive bidding as the services will be rendered by persons experienced in the practice of a process requiring specialized knowledge and resources.
