1960 Douglas Day Observance Chap. 120 CHAPTER 120 Douglas Day Observance Act Preamble. Whereas on the sixteenth day of May, 1851, James Douglas was com­ missioned as Governor of the Crown Colony of Vancouver Island in succession to Richard Blanshard, its first Governor: And whereas on the twenty-ninth day of July, 1852, the said James Douglas was commissioned as the Lieutenant-Governor of the Queen Charlotte Islands: And whereas on the nineteenth day of July, 1862, by an Imperial Order in Council the said James Douglas was commissioned as Adminis­ trator of the Stikine Territory: And whereas on the second day of August, 1858, the Parliament of the United Kingdom of Great Britain and Ireland passed an Act in­ tituled An Act to provide for the Government of British Columbia, which, inter alia, provided that “ British Columbia shall, for the purposes of this Act, be held to comprise all such Territories within the Dominions of Her Majesty as are bounded to the South by the Frontier of the United States of America, to the East by the main Chain of the Rocky Mountains, to the North by Simpson’s River and the Finlay Branch of the Peace River, and to the West by the Pacific Ocean, and shall include Queen Charlotte’s Island, and all other Islands adjacent to the said Territories ” and that “ No part of the Colony of Vancouver’s Island, as at present established, shall be comprised within British Columbia for the purpose of this Act ”: And whereas the said Act foreshadowed the ultimate union of all British possessions west of the Rocky Mountains: And whereas James Douglas was appointed the first Governor of the new Colony of British Columbia and proclaimed the said Act at Fort Langley on the nineteenth day of November, 1858: And whereas it is considered to be and is deemed right and proper to recognize in each year the Proclamation by the said James Douglas of the said Act: Therefore, Her Majesty, by and with the advice and consent of the Legislative Assembly of the Province of British Columbia, enacts as follows:— Short title. 1. This Act may be cited as the Douglas Day Observance Act. 1959, c. 27, s. 1.
