Moreover, due to absence of a defined response structure and responsibilities allocations there would be mismanagement of resources and overlap of actions among various agencies, which may exacerbate the situation there by compounding the disaster effect. A formal planning for managing disaster is therefore necessary to ensure minimize of hardship. This can be achieved only through: - a) Preplanning a proper sequence of response actions b) Allocation of responsibilities to the participating agencies c) Effective management of resources, and d) Developing codes and standard operating procedures for smooth coordination between various departments and relief agencies involved. The objectives of any Multi Hazard District Disaster Management Plan should be to localize a disaster and to the maximum extent possible contain it so as to minimize the impact on life, the environment and property. 4 District Profile Physical Feature Geographical The district of Purba Medinipur is located at the southernmost part of Burdwan Division as Location well as West Bengal and is situated between 22°57’10” North latitude and 21°36’35” North latitude and 88°12’40” East longitude and 86 ° 33’50” East longitudes. The district has an irregular quadrilateral shape and is located in the Southern part of West Bengal. There is a definitive coastline with Bay of Bengal towards South and South-Eastern boundary of the District. On other sides it is surrounded by river Rupnarayan and the combined flow of river Rupnarayan and lower course of river Hugli (Hooghly) to the East, district Paschim Medinipur to the West and North, State of Odisha to the South-West. Beyond the rivers, District Haora and South Twenty Four Parganas form the Eastern boundary. Total Area 4713 Sq Km. Topography Topographically, the district can be divided into two parts viz. (i) Flat plains on the East, West and Northern portion of the district, and (ii) The Contai Coastal plain at the Southern part. The land of Purba Medinipur district is a quaternary alluvial deposition. As the district area is bounded by water bodies in two sides, it is a formation of fluvial-tidal deposition. Geologically the area is of recent origin. This region is 5-7 meters above mean Sea level and average slope is 0-5 degree Soil Type The soil of the district is alluvial type, as the district under coastal alluvium and its deposition. Soil of this region consists of different layers like sand, silt and clay. The district is situated on flood plains of the rivers Rupnarayan and river Haldi and therefore huge amount of clay is dominating in soil texture. Due to this specialty of soil, water logging in this region during monsoon is very common. Due to poor permeability, the soils are imperfect to poorly drain.
