Data and methods. The study relies on the methods of systemic analysis and synthesis, comparison and generalization, multidimensional statistics as well as on the use of gaming techniques. The data for the analysis were obtained from federal, re- gional and municipal statistics; municipal information systems of settlements of Voronezh region; municipal information system MISS ‘Volost’; and from the executive authorities of Voronezh region. Results.
