Alex Carre, The University of British Columbia 1_, PREFACE The 1981 Convention of the Canadian Association forHealth, Physi- cal Education, and Recreation was unique in that it alsoincluded the Bi-National Elementary Physical Education Conference(U.S.A. - Canada) and the Annual British Columbia PhysicalEducation Conference. This volume contains selected papers whichwere presented during the Convention. We are very grateful to the authors fortheir exper- tise and for meeting the publication deadline whichwas several months before the Convention. Thus, these chaptersare sometimes abridged versions of what was verbally presented and,also, do not necessarily represent the views of CAHPER, The Universityof Victoria, or ourselves. Nevertheless, stimulating ideasare presented which illuminate the wide diversity ofour field and suggest quality programming needs to be an important consideration. John J. Jackson and H. David Turkington University of l'ictorza March 1981 5 CHAPTER 1 THE NEED FOR A UNIFIED PHYSICAL EDUCATION AND SPORT PROFESSION IN CANADA EARLE F. ZEIGLER There are many reasons to believe that the field of physical education will need to define its role much more carefully in the 1980's,and then take strong, positive action during this decadeto guarantee possible future status as a recognized profession in Canada.My diagnosis of the present situation is that physical educationaswe have known and promoted it--has notgrown and developed as ra- pidly and strongly as it should have in a world where theidea of "change" is now as monotonously regular as those of "death"and "taxes." Many people recognize that something iswrong, but most of them don't appear to understand the extent of the malady thathas gradually infected our field. If they do, either they think thesymp- toms will go away, or they don't want to face up to the steps that will need to be taken to make our "sick" field well again. These are not simple or easy words for meto speak. The late Adlai Stevenson, an outstanding political statesman whoran for the U.S. presidency in 1952 and 1956 on the Democratic ticket,reported- ly quipped after his defeat at the polls, "funny thing happenedto me on the way to the White House." A "funny thing" h^.ppened to Julius Caesar on the way to the Roman Forumhewas assassinated! Now, after working conscientiously in the field of physical educationand sport for exactly forty years, a funny thing is happening tome on the way to retirementmy field seems to be disintegrating under my feet. This was brought home to me most forcibly when Iwas asked to present a paper to the Maryland Association for Health, Physical Education, and Recreation last October. The assigned topicwas: "Physical Education: Dead or Quiescent?" After I recovered from the initial shock of this request, I decided to accept the invitationwith the proviso that I would be permitted to change the title slightlyto read, "Physical Education: Dead, Quiescent,er Undergoing Modifi- cation?" 7 The Situation in Canada When I accepted the in itation to deli. ci this papei , my first thoughts were about the status of the field in Canada today bee ause of the close, but far from identical, situation that usually pre ails on the North American scene. Are things really that bad in the States, and are we far behind for should I say "far ahead")? Immediatrly I thought of the opportunity I had been git en at The Mill of Kintail in 1974 to offer some views on "An Evolving Canadian Tradition in
