..........................................6-8 ii Revision 3 February 2014 1 INTRODUCTION 1.1 Scope of Operating Plan This manual defines the operational procedures for the Anton Anderson Memorial Tunnel (AAMT). The AAMT is owned by the Alaska Railroad Co. (ARRC), but highway operations are permitted in accordance with an agreement between the ARRC and the Alaska Department of Transportation and Public Facilities (ADOT&PF), and by the Alaska State Legislature through 17 AAC 38, Anton Anderson Memorial Tunnel. In June of 2002 VMS Inc. received a contract from ADOT&PF to manage the maintenance and operations of the AAMT facility. In October 2007, VMS Inc. was purchased by Australia’s Transfield Services Infrastructure herein after referred to as TSI or the “Operator”. As part of this contract, TSI shall be responsible for the operations and maintenance of the AAMT for the duration of this contract. While under contract, the Operator shall review and update the operations manual and related documents (see sect. 1.2) as necessary to maintain accurate and current manuals and procedures. This manual was prepared for the tunnel operations staff to define both the normal and emergency operation procedures. The procedures herein were developed to provide a safe and efficient transportation facility and to comply with the legislative authority for the AAMT operations (17 AAC 38), the agreement between the ARRC and ADOT&PF, and the Operation and Maintenance (O&M) Agreement between the ADOT&PF and TSI. 1.2 Related Documents Other documents related to the operation and maintenance of the AAMT include: TSCS Operator Manual Emergency Response Plan Site Security Manual Toll Collection & Money Handling Procedures Maintenance Manuals 1.3 Revision Procedures The TSI Project Manager shall issue any revisions to this manual, after approval of the revision by the ADOT&PF Tunnel Facility Manager. 1-1 Revision 3 February 2014 2 TUNNEL SEGMENT COMPONENTS The Whittier Access Project
