Please be aware that whilst every effort is taken to ensure that members of the public are not filmed, the council cannot guarantee this, especially if you are speaking or taking an active role. The council asks those recording proceedings not to edit the film or recording in a way that could lead to misinterpretation of the proceedings or infringe the core values of the council. This includes refraining from editing an image or views expressed in a way that may ridicule or show lack of respect towards those being filmed or recorded. Lostwithiel Rotary – to agree in principle the 2019 Carnival programme subject to the receipt of the necessary documents. Sunday 14 July Charity Fete Day on KGV Monday 15 July Six-a-side Cricket on KGV managed by Bocconoc Cricket Club 4 Tuesday 16 July Rounders Tournament on KGV managed by Lostwithiel School Association Wednesday 17 July Pram Race in the afternoon. Band and Choir Concert in the Church in the evening. (Road closures have been applied for) Thursday 18 July Street Party on the Parade as last year centred on the area used by Sing-along- the-River where their staging and stretch tent will be used. A mobile bar will be situated in the road as will Hog Roast and Barbecue as usual. Various other entertainments will, as usual, be provided. Necessary road closures have been applied for. Friday 19 July Football competition on KG5 run by the Football club Saturday 20 July Carnival Procession. Start KG5 left along Queen Street, down Fore Street, along the Parade and up North Street, turning left again onto Queen Street left down Fore Street and finishing on the Parade. Following last year’s problem with the barriers, the Procession will not be going over the level crossing into Grenville Road. The procession will finish on the Parade and Lost in song will be hosting a party with tea and cake followed by a bar, hot food and live music on the staging. Necessary road closures have been applied for. Rotary hope to finish 5 the day, subject to Council approval with fireworks on KGV. This provides a convenient end to the Party at 10pm. 11. Lostwithiel Rotary Fireworks display – to consider the completed Hire of Town Council land request to use King George V playing field for fireworks on Saturday 20 July. Please see separate attachment 12. Community Governance Review – to consider the draft response prepared by the task & finish group appointed on 16 April 2019 (Deputy Mayor Ross, Councillor Clarke & Councillor Henderson.) To be tabled. 13. Cornwall Council Dogs on Beaches Pre-engagement letter – to decide on Lostwithiel Town Council’s response. Dear Town/Parish Council, Public Spaces Protection Orders: Renewal of existing dogs on beaches restrictions to come into effect from April / May 2020 We are writing to you to seek any early views you may have prior to Cornwall Council undertaking a public consultation regarding the renewal of the Public Spaces Protection Orders (PSPO’s) relating to Cornwall’s seasonal dogs on beach restrictions. The law requires that Public Spaces Protection Orders (seasonal dogs on beach restrictions) must be renewed every three years, which could include, amending, removing or creating additional ones and the Council must consult on these before they can be implemented. Existing orders end in April 2020 and new orders will need to be in place before any new seasonal restrictions can come into effect. We can advise that as well as writing to you we are also making contact with private beach owners, such as the Duchy and National Trust. At the Council’s Neighbourhoods Overview and Scrutiny Committee (NOSC) on the 5 March 2019, our Members asked that we make contact with all Town and Parish Councils and private beach owners to seek early views on Cornwall’s seasonal dogs on beaches Public Spaces Protection Order arrangements to help shape Cornwall Councils 6 forthcoming public consultation, which could include whether you believe the current seasonal dog restrictions are right or need changing. The list of beaches with seasonal dogs on beaches restriction information is attached. The forthcoming consultation could present an opportunity to harmonise seasonaldogs on beaches restrictions across Cornwall, which would make it simpler to understand, avoid confusion when restrictions apply and make it easier to ensure compliance. Equally as key partners we are keen to hear your views about this. Public consultation is planned from August 2019, which you will be a key stakeholder in, but if you have any early views or comments that you would like to share with us we would be grateful to receive these before 18 June 2019. We would also like to hear your views on the most appropriate ways to enforce beach restrictions and ask what resource you could commit to assist in beach restriction enforcement.
