Site Information Bridge 14 is a State-owned bridge located on VT Route 103 over Williams River and The Green Mountain Railroad in Chester. The Bridge is located approximately 0.7 miles north of the junction of VT Route 103 and VT Route 10. The bridge is located on a straight tangent with a curve at the southern approach. There is a rock cut located on the southern approach which restricts the width of the roadway. The existing conditions were gathered from a combination of a site visit, the Bridge Inspection Report, the Route Log and the existing survey. See correspondence in the Appendix for more detailed information. Roadway Classification Principal Arterial, National Highway System Bridge Type 4 Span Rolled Beam Bridge Bridge Length 361 feet Bridge Skew 60 degrees Year Built 1962 Ownership State of Vermont Need Bridge 14 carries VT Route 103 across Williams River and over the Green Mountain Railroad. The following is a list of deficiencies of Bridge 14 at this location: The deck is in poor condition. o There are extensive cracks, leaks, and areas of delaminations along with some spalling. There are localized areas of progressive distress with some concrete pop- outs exposing rusted rebar. o Wearing Surface: The bridge was paved in 2015, however, there are already signs of cracking, delaminations, and pending potholes in the wearing surface due to the poor condition of the deck underneath. o The fabric troughs at the joints have failed and have heavy leakage with heavy decay of the concrete end diaphragms. The superstructure is in satisfactory condition, with the following maintenance needs: o The beam ends have heavy rusting and corrosion due to years of leakage from the poor joint conditions. Some small holes are developing in the ends of the beam webs at the concrete end diaphragm interface over the piers. The substructures are in fair condition, with the following maintenance needs: o The pier caps/seats have heavy deterioration with cracking and delaminated concrete with many pop outs exposing corroded rebar. Some stirrups are rusted though. o The pier shafts and columns are in satisfactory condition with some minor to moderate distress. o The abutments have some minor cracks and stains. o The backwalls are deteriorating with some leakage getting through. Traffic A traffic study of this site was performed by the Vermont Agency of Transportation. The traffic volumes are projected for the years 2023 and 2043. Minimum standards are based on an ADT of 6500, a DHV of 990, and a design speed of 50 mph for a Principal Arterial (NHS Route), VT Route 103 is considered a High Priority bicycle route at this area.
