2021 REGULATIONS PREFACE INDYCAR is the preeminent sanctioning body of open wheel racing in North America and functions with the purpose to promote the sport of automobile racing. As such, INDYCAR develops safety and competition regulations which are set forth in this book as it applies to the Indy Lights Series. The Rules apply to the Indy Lights Series Events. All INDYCAR Members, as well as any other person participating or involved in any way in the INDYCAR Series and/or with Andersen Promotions shall be bound to these Rules. Each Member has been provided with or has been given access to a copy of the Rules, is deemed to have a full awareness and understanding of the Rules and has agreed to abide by and be personally responsible for compliance with the Rules.
