PURPOSE OF DESIGNATIONS These designations by Contact Energy Limited apply to the land comprised in Schedule One of these conditions, and are for the following purposes: (i) The construction, operation, maintenance, replacement, renewal, and upgrading of a substation at Te Akau (“the Te Akau Substation”) and ancillary facilities. (ii) The construction, operation, maintenance, replacement, renewal, and upgrading of a substation at Matira (“the Matira Substation”) and ancillary facilities. (iii) The construction, operation, maintenance, replacement, renewal, and upgrading of a substation at Limestone Downs (“the Limestone Downs Substation”) and ancillary facilities. (iv) The construction, operation, maintenance, replacement, renewal, and upgrading of a single circuit 220kV Internal Transmission line (“the Single Circuit Line”) on monopoles (except in some locations where lattice towers may be required) linking the Matira and Te Akau Substations in the south with the Limestone Downs Substation in the north, and ancillary facilities. (v) The construction, operation, maintenance, replacement, renewal, and upgrading of a double circuit 220kV External Transmission line (“the Double Circuit Line”) on lattice towers (except in some locations where steel monopole towers are required) between the Limestone Downs Substation and the Orton Switchyard, and ancillary facilities. (vi) The construction, operation, maintenance, replacement, renewal, and upgrading of a 220kV switchyard, transmission lines and ancillary facilities at Orton (“the Orton Switchyard”). 1 HAUĂURU MĂ RAKI WIND FARM PROJECT Conditions for Electricity Transmission Purposes Designations May 2011 (vii) The construction, operation, maintenance, replacement, renewal, and upgrading of double circuit 220kV transmission lines on lattice towers (“the Grid Connection”). The work will enable the connection of the existing Huntly – Otahuhu A 220kV transmission line to the Orton Switchyard. The works include any necessary modification to the existing Huntly – Otahuhu A line within the area shown in NOR Plan 9 as subject to this designation to enable the connection. The works associated with each of these designations is required as part of the electricity transmission infrastructure necessary to connect the output from the Hauăuru mă raki wind farm project with the National Grid, and associated ancillary activities. B. DESCRIPTION OF DESIGNATIONS IN DISTRICT PLAN These designations shall be described in the applicable District Plan as “Electricity Transmission Purposes”. CONDITIONS 1.0 Description of Works 1.1 The works to give effect to the designations of the Te Akau Substation, Matira Substation, Limestone Downs Substation (together “the Substations”), Single Circuit Line, Double Circuit Line, Grid Connection and Switchyard, shall be generally in accordance with the plans and information submitted by the requiring authority, including at the hearing, and the following plans of the works (located in Schedule Two of these conditions), and subject to any amendments required by the conditions of these designations that follow: Te Akau Substation: a) NOR Plan 1 - In addition to any other matters that the Council can require to be included in the Outline Plan or plans in accordance with Section 176A(3)(f), the plan(s) shall incorporate the following documents (for the relevant aspects of the designations), as identified in subsequent conditions: Substations: a) Design Details for Substation Lighting; b) Transformer Bund Design Plans; c) Oil Spill Management and Contingency Plans; d) Landscape Mitigation Plan (in respect of Matira substation only); e) Traffic Management Plans for Substation Entrances and Accesses; f) Design Plans for the Substation Entrances, Access Roads and Parking; Orton Switchyard: a) Landscape Mitigation Plan; b) Lighting Management Plan; c) Traffic Management Plan; d) Design Plans for the Switchyard Entranceway, Access Road and Parking; Single Circuit Line, Double Circuit Line and Grid Connection: a) Traffic Management Plans. 3.0 Height 3.1 Substation Sites and Orton Switchyard: 4 HAUĂURU MĂ RAKI WIND FARM PROJECT Conditions for Electricity Transmission Purposes Designations May 2011 The height of equipment and buildings within each of the Substation sites and the Orton Switchyard shall be as follows: a) Lighting and lightning poles - no higher than 30 metres; b) Telecommunication tower/pole - no higher than 30 metres; c) Line termination structure(s) - up to 40 metres for poles and 48 metres for towers, with maximum heights allowing for 5% tolerance above those heights as an outcome of detailed engineering design; d) Gantry – no higher than 30 metres; e) Except as otherwise provided above, no building or equipment shall be higher than 12 metres. 3.2 Single Circuit Line and Grid Connection: The height of transmission towers and monopoles shall be up to 48 metres with maximum heights allowing for 5% tolerance above that height as an outcome of detailed engineering design. 3.3 Double Circuit Line: The height of transmission towers and monopoles shall be: a) up to 48 metres; and b) a minimum of 55 metres for transmission towers L-O12, L-O13 and L-O14; with maximum heights allowing for 5% tolerance above that height as an outcome of detailed engineering design.
