
EIA for the Proposed Mixed Development (Residential and Commercial) on Lot 1456, Parts of Lot 1504, Lot 1861, Lot 1862 and Part of Government Land, Mukim Rawang, Daerah Gombak, Selangor Darul Ehsan for KL Kepong Property Development Sdn. Bhd. EXECUTIVE SUMMARY I. Introduction to the Proposed Project This preliminary Environmental Impact Assessment (EIA) study is carried out for the Proposed Mixed Development (Residential and Commercial) on Lot 1456, Parts of Lot 1504, Lot 1861, Lot 1862 and Part of Government Land, Mukim Rawang, Daerah Gombak, Selangor Darul Ehsan. The total Project area is 1,023.87 acres (414.35 ha) and is owned by KL Kepong Property Development Sdn. Bhd. As the developer, KL Kepong Property Development Sdn. Bhd. will also be the Project Proponent. Small portion of the development area which is Parts of Lot 1504, Lot 1861 and Lot 1862 (approximately 24.87 acres) is owned by KL Kepong Country Homes Sdn. Bhd. which is a sister company of KL Kepong Property Development Sdn. Bhd., both of which is the subsidiary company of Kuala Lumpur Kepong Berhad . The locality of the Project Site falls under the jurisdiction of Majlis Perbandaran Selayang. A Site Suitability Assessment (Penilaian Awal Tapak) has been submitted to the Department of Environment (DOE) Selangor on 28 th January 2016 and the department has no objection to the proposed development pending an EIA report submitted for approval. The planning submission will be covering 2,176.37 acres covering ten (10) phases. Based on the PAT comment letter from DOE Selangor, an EIA studies should only be carried out for Phase 1 to Phase 4 (1,018.44 acres) due to Phase 5 to Phase 10 would only be carried out in 10 years later. Thus, this EIA studies will be carried out only for Phase 1 to Phase 4 and separate EIA studies would need to be conducted for Phase 5 to Phase 10 in future. An extension for the Site Suitability Assessment ( Penilaian Awal Tapak ) has been submitted to the Department of Environment (DOE) Selangor on 18 th March 2016 and also to change the area covered for Phase 1 to Phase 4 from 1,018.44 acres to 1,023.87 acres. The department has no objection to the extension (until 30 th June 2016) and change of area. The Project Site is situated within the District of Gombak, Selangor Darul Ehsan. The proposed Project Site is surrounded by oil palm estates on the northern and eastern part of the Project Site. Penjara Sg. Buloh and Bandar Seri Coalfields are located on the western part while Jalan Kuala Selangor (FT54) and SJK (T) Bukit Darah is located along southern boundary. The proposed Project Site is located approximately 44km from Kuala Lumpur City, 27km north from Shah Alam town, 31km northwest from Petaling Jaya town and approximately 16km west from Sungai Buloh. The geographical location of the proposed Project Site is at latitude of 3°15’5.27”N, 3°13’32.72”N, 3°13’21.96”N and 3°14’56.84”N with a longitude of 101°29’33.48”E, 101°29’44.56”E, 101°30’29.86”E and 101°30’29.86”E. General location of project site is shown in Figure A . The proposed development is accessible from Jalan Kuala Selangor (FT 54). Guthrie Corridor Highway Exit from Paya Jaras Interchange Jalan Kuala Selangor (FT54). At present, the Project Site mainly consists of oil palm trees and secondary vegetation. The oil palm trees observed at the Project Site range from mature to old planting, which range between 6-25 years. There are earthen routes within the site which are used to facilitate the present oil palm cultivation activities. Besides EUROPASIA ENGINEERING SERVICES SDN. Bhd. that, there are existing SJK (T) Bukit Darah, staff quarters, 3 Hindu temples and cemeteries (mixture of Hindu and Christian) within the Project Site. There are also existing trenches within the Project Site to channel the surface runoff from the oil palm plantation. The current site condition of the Project Site is shown in Figure B . The proposed Project is a mixed development which falls under item 14 (c) (i) and 18 under the First Schedule of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 2015 made under Section 34A of the Environmental Quality Act (Amendment) 2012. Based on ‘Rancangan Tempatan Majlis Perbandaran Selayang 2020’, the proposed Project Site lies within Blok Perancang 4 – Kota Elmina – Kuang under Blok Perancangan Kecil (BPK) 4.2 – Pembangunan Baharu and Blok Perancangan Kecil (BPK) 4.5 – Penjara Sungai Buloh which is designated for residential development – allowable landuse is commercial and amenities. The Existing Environment Physical Environment a. Topography • From the topography survey plan, the morphology of the Project Site shows that the Project Site is generally characterized as undulating terrains with the average elevations ranging from RL20m to RL60m above mean sea level (msl) • The highest ground (approximately RL 94.88m) lies at one of the hill locks in the northern portion of the Project Site while the lowest ground (RL 13.58m) is at low lying area in the southwestern boundary of the Project Site.
