This Environmental Permit application seeks to vary the existing Environmental Permit Ref. EPR/GB3502FS at Brinklow Quarry, Coventry Road, Brinklow, Warwickshire, CV23 0NJ on behalf of Brinklow Quarry Limited (the Operator). 1.2. The Operator is undertaking waste operations under two environmental permits at Brinklow Quarry. The variation seeks to consolidate both permits into a single boundary as shown on Permit Boundary Plan Drawing No. 19/003a 001 (hereinafter referred to as the Site).: 1.3. The proposed changes to the Environmental Permit EPR/GB3502FS are: x Change Environmental Permit EPR/GB3502FS from a Standard Rules 2015 No. 39 set to a bespoke Environmental Permit for deposit for recovery operations. x Consolidate the Environmental Permit EPR/GB3502FS for waste recovery with the Environmental Permit EPR/GB3502GL for waste treatment (Standard Rules 2010 No. 12). x Increase the boundary of Environmental Permit EPR/GB3502FS to what is shown on Permit Boundary Plan, Drawing No. 19/003a 001. x Reference the Approved Waste Recovery Plan GRFXPHQW HQWLWOHG ³$PHQGPHQW WR WKH $SSURYHG:DVWH5HFRYHU\3ODQ´ (see Appendix 1). x Increase the permitted capacity of the recovery operation from 57,000m3 to 4,489,507m3 to accord with the Approved Waste Recovery Plan. 1.4. The relevant Environment Agency application forms (Part A, Part C2, Part C4 and Part F1) are included within this Environmental Permit Variation Application report. Background 1.5. The original permit application was submitted to the Environment Agency in October 2017 by PT-CE Limited to obtain a permit based on standard rules set SR2015 No.39. The application was accompanied by the original Waste Recovery Plan, prepared by PT-CE Limited (See Appendix 1 of Appendix 1 Amendment to Approved Waste Recovery Plan). This Waste Recovery Plan was approved by the Environment Agency in 2017. The original Waste Recovery Plan and existing Environmental Permit (EPR/GB3502FS) extends to cover Section A on the Permit Section Plan, Drawing No. 19/003a 002. 1.6. An amendment to the original Waste Recovery Plan was necessary as it only considered a small area of the Site and the calculations of the required volume were inaccurate. 1.7. An amendment to the Waste Recovery Plan (Appendix 1) was submitted to the Environment Agency and ZDVGHHPHGDV³UHFRYHU\´E\WKH(QYLURQPHQW$JHQF\RQ7 June 2019. The Recovery versus Disposal (RvD) Assessment letter (EPR/GB3502FS/V002) is included as Appendix 2 of this Environmental Permit Application report. 1.8. Permit number EPR/GB3520GL, based upon standard rule set SR2010 No.12, for the treatment of waste is sited within the footprint of the proposed permit boundary extension area. As such it is proposed to consolidate EPR/GB3502GL with this Permit variation application (EPR/GB3502FS). There are no proposed changes to the waste treatment operation. 1.9. Both the Environmental Permits included in this permit variation application (EPR/GB3502GL and EPR/GB3502FS) are operated under by Brinklow Quarry Limited. 1.10. There are no proposed changes to the type of waste operations being undertaken on Site. It is considered that the variation of this Environmental Permit comprises a Normal Variation and therefore will attract the associated application fee(per section 1.17.9 of the Charging Scheme, V1, 2019). Brinklow Quarry Limited: Brinklow Quarry, Coventry Road 1 Environmental Permit Variation Application: Version 1, October 2020 Site location and setting 2.1. Brinklow Quarry is located off Coventry Road, Brinklow, Warwickshire, CV23 0NJ. 2.2. The quarry is a regionally significant sand, gravel and clay quarry located approximately 1km west of the village of Brinklow and approximately 8km east of the centre of Coventry. Access to the quarry is via Coventry Road which runs west-east along part of the northern boundary of the Site. 2.3. The Site, covered by this Environmental Permit Variation, extends to approximately 82.7ha. 2.4. The land-use surrounding the Site is predominantly agricultural fields with associated farmhouses under ownership of Brinklow Quarry Limited. 2.5. The majority of the Site is not located on a superficial drift aquifer, however a portion of the south western area of the Site is located on a secondary (undifferentiated) superficial drift aquifer. The Site is located on a Secondary B bedrock aquifer. The Site is not located within a Groundwater Source Protection Zone. 2.6. Areas of deciduous woodland and ancient and semi-natural woodland are located on the boundaries of the Site. Combe Pool, a Site of Special Scientific Interest, is located 800m to the northwest of the Site. 2.7. Treatment operations are currently undertaken in the south-eastern area of the proposed new permit area, as shown on Permit Section Plan, Drawing No. 19/003a 002. 2.8. An Environmental Setting and Site Design (ESSD) Report has been completed for the Site and is included as Appendix 3. There are no proposed that any changes are
