COOKSTOWN DISTRICT COUNCIL Minutes of proceedings of a POLICY RESOURCES & SERVICES COMMITTEE MEETING of the Council held in the Council Chamber on Tuesday 25 November 2014. The Chairman welcomed Messrs Des McFarland, Noel McMullan and George Nobel to the meeting. Messrs McFarland, Mullan and Nobel presented Roads Service Report and answered questions from councillors.. The Chairman thanked the officials for their attendance. 4 REPORT OF DIRECTOR OF ENVIRONMENTAL HEALTH & BUILDING CONTROL A copy of the above report had been previously circulated. The Committee adopted the report together with the following matters contained therein. 4.1 Environmental Health 4.1.1 Cookstown Healthy Lives Programme 2014/15 The Committee RECOMMENDED to approve the extension of Joint Funding to the value of £9,000 for the ‘Cookstown Healthy Lives Project’, as currently budgeted for . 4.1.2 Lafarge Tarmac, Cement & Lime Ltd Application for Variation of Waste Material to be used as Kiln Fuel The Committee RECOMMENDED that Council agrees to the proposals as per the Director of Environmental Health & Building Control report. 4.1.3 Radon Detection – Loughry Campus, Cookstown The Committee RECOMMENDED that t Council proceeds with the Radon Monitoring Programme as outlined. 4.1.4 Noise Complaint – Crancussy Road, Cookstown The Committee RECOMMENDED no further action on this matter. 4.1.5 Derelict Structure at Roughan Lough, Roughan Road, Stewartstown The Committee RECOMMENDED that Council proceeds in the manner as outlined in the Director of Environmental Health & building Control’s report, with the use of formal actions to determine ownership and appropriate remedial actions. 25 November 2014 PR&S C:\Program Files (x86)\neevia.com\docConverterPro\temp\NVDC\7CAE6A73-FCEE-4599-8174- 8843EDFC1AE0\Minutes - Open Business.docPage 2 of 8 4.1.6 The Private Tenancies (NI) Order – Certificate of Fitness The Committee RECOMMENDED that in accordance with the requirements of Article 36(4) of The Private Tenancies (Northern Ireland) Order 2006, a Certificate of Fitness be issued for the dwelling situated at 9A Loy Street, Cookstown. 4.1.7 The Pollution Prevention & Control (Industrial Emissions) Regulations (NI) 2013 – Variation to Permits The Committee RECOMMENDED that the Authorisation Permits for the above premises are ‘Varied’ in accordance with the requirements of the above Regulations and Process Guidance Note 3/01/12. 4.1.8 Proposed Wind Farm Mullaghturk The Committee RECOMMENDED that the Director of Environmental Health & Building Control writes to the Planning Appeals Commission outlining Council’s objections to this application. 4.2 Building Control A copy of the above report had been previously circulated. The Committee adopted the report together with the following matters contained therein. 5.1 Forthill Cemetery The Committee RECOMMENDED that the Technical Services Committee is convened to further discuss stabilising of old headstones. 5.2 Health & Safety Issues - Right of Way The Committee RECOMMENDED that this matter is referred to the Technical Services Committee for consideration. 5.3 Landfill Site The Director of Corporate & Operational Services advised members that a tractor had been set alight at the landfill site on Monday evening. Removal of skateboard park in Moorville, Lisnahall. New Access Path in Mourneview, Stewartstown. New Kerbing in Berkley Square, Tullyhogue Seven quotations were received by the closing date of 12 noon on Tuesday 4 November 2014. General Revenue £1,326,920 Capital £ 8,774 7 ANY OTHER BUSINESS 7.1 Pomeroy Forest The Director of Corporate & Operational Services presented a Works Licence for 5 items of outdoor gym equipment in Pomeroy Forest and Maintenance Licence for recreational management of Pomeroy Forest. 7.2 Freedom of Information Charging Policy & Procedure
