ATC FACILITIES AND CO-ORDINATION OF CONTROL IN BARCELONA FIR (LECB) By Lluís del Cerro VATSIM senior Instructor July 2010 Facilities and co-ordination of control in Barcelona FIR (LECB) June 24th, 2010 PAGE INTENTIONALLY LEFT BLANK Page - 2 - Facilities and co-ordination of control in Barcelona FIR (LECB) June 24th, 2010 INTRODUCTION The objective of this document is to help you to configure and manage correctly any facility you may staff in the FIR of Barcelona (LECB). To use it properly, you should install the latest version of the sector package for Spain available at the web site of the Spanish vACC ( http://www.vatspa.net ). The ONLY valid control facilities in this area are those listed in this document; staffing any other callsigns or frequencies will likely result in errors which will reduce or even make impossible the control activity. Although VATSIM is working on this issue, still there are a lot of pilots determining their cruise level according to the semi-circular rule which is only to be used in USA and Canada (and for a limited time). For the proper way of using airways in Europe and most of the rest of the world, the reader should follow the indications in the chapters named Airways and levels of flight and Direct vs airways included in this document and also available at the Pilot Resource Centre of VATSIM. PRELIMINARY NOTES This document only deals with the control facilities available at Barcelona FIR (LECB) and it is structured from top to bottom, being the CTR positions the first described. The airports are alphabetically ordered within its TMA (Barcelona, Palma and Valencia) and the airport facilities are ordered from the bottom to the top, that is: Clearance, Ground, Tower and Approach, when available. The instructions given in this document should be followed unless otherwise agreed by adjacent controllers. If possible, a controller manages his position and all others below if these are not manned. That is: Barcelona Radar, for example, services all enroute traffic and all facilities in any airport in its area until any of those are manned by another controller. When using Gergely Csernák’s Euroscope you should take advantage of its “silent” co- ordination features by means of the standard lists, specially: Sector Inbound list, Sector Exit List and Departure List. It is particularly important the Departure list and it is recommended to follow these suggestions to properly display the sequence of operations: Once the flight plan clearance has been issued, click on the square under the “E” column to fill it. This means that the aircraft has already received the clearance and is ready for “push and start”. The “STS” column is especially useful as a reminder of the NEXT ACTION to be taken by the aircraft. As soon as the flight plan clearance has been issued we must set the STS column to PUSH, what means that the next instruction to issue is push and start clearance. Once push and start clearance has been issued, set the STS column to TAXI, as this will be the next action to be taken by the pilot. When taxi clearance to the active departure runway has been issued, set the STS column to DEPA. Euroscope will automatically set the DSQ column to the appropriate departure number in sequence for each active airport. Following this procedure we will take full advantage of the features of the Departure list.
