LEGISLATIVE COUNCIL Question On Notice Tuesday, 16 August 2016 4227. Hon Adele Farina to the Minister for Education In relation to the Minister's answer to question on notice No. 4010: (a) in 2016, for each public high school and course identified in the tabled paper: (i) how many year 11 students are enrolled in the course; and (ii) how many year 12 students are enrolled in the course; (b) where the course is delivered by an external training provider, what is meant by "profile hours" and "fee for service" and what is the distinction between these categories; (c) for each course, where the course is delivered by an external training provider, will the Minister identify the external training provider; (d) where the course is delivered by the school, what is meant by "auspice" and "school as RTO" and what is the distinction between these categories; (e) for each course, where the course is delivered by a Trade Training Centre, how many hours a week are the students at the Trade Training Centre and will the Minster identify the Trade Training Centre; and (f) for each course, what is the subsidised cost to the school of delivering the course per student enrolled in the course? (a) – (f) Refer to Tabled Paper. Minister for Education 1 PQ4227 [Tabled Paper] (b) There is a distinction between Profile and Fee-for-Service modes of delivery. Profile hours are funded by the Department of Training and Workforce Development (DTWD) and schools access these Vocational Education and Training (VET) profile hours through the TAFE colleges. Students from public and non-government schools are eligible to apply for profile hours. Profile also includes DTWD-funded programs such as the Aboriginal School Based Training Program, Pre-Apprenticeships in Schools and School Based Traineeships and Apprenticeships. Fee-for-service involves schools purchasing delivery and assessment from a public or private Registered Training Organisation (RTO). (d) Auspicing arrangements are where the delivery of the qualifications is carried out by the school and the external RTO validates assessments and provides the moderation and certification. Schools that become RTOs are able to deliver and assess training, within a defined scope of qualifications, to their students. (f) VET funding is distributed as a targeted initiative and allocated in addition to the per-student funding for each Year 11 and 12 student, and the school and student characteristics funding. Principals can use all of these sources of funding to provide VET pathways for their students. The Department of Education provides no further subsidy for VET delivery. In general, fees are charged by partnering RTOs according to industry areas undertaken, not individual qualifications and include a certification fee per student. These costs are not provided to schools by RTOs broken down by qualification and so cannot be provided. 2 Public schools in the South West Electoral Region – as at 18 August 2016.
