Will check throughout the day. 0908 Western Power Expected Time of Arrival 30 mins. 0945 Silver Command meeting Joint Emergency Services Interoperability S40(1) FOIA 2000 CM Programme (JESIP) S40(1) FOIA 2000 Group Manager has now handed over to AM Blackburn. 12 pump relief requested between 0900 and 1000. Concerned about structural integrity; cordon currently in Cathedral Green is 1½ times the height of the building. Risk assessment taken into account fire spread at roof level. Firefighters checking fire spread to Waterstones. Electrical transformer being monitored by Western Power. High Street resources now being reduced. All water provided by hydrants. Surrounding buildings being assessed (Sector 5). Area Manager Blackburn: Unclear effect of fire on scaffolding – adding weight or helping? Building Control: Internal walls all gone and should collapse into building. External walls and gables unsound. This area will be out of bounds for a considerable time. The building is 14m high. Area Manager Blackburn: Will assess cordon. Transformer in basement of Waterstones is a priority and is being monitored. Structural Engineer: Asbestos survey was complete and all asbestos had been removed from building (paperwork to be provided).
