Considering the peculiarity of the assignment which will last around 5 years and the key expert required is a single expert, we would kindly ask you whether the Form 1-TP.4 (Work Schedule) and the Form 1-TP.5 (Team Composition and Experts Inputs) shall be submitted together with the Form 1-TP.1 and Form 1-TP.6 (CV) and the Technical Proposal. A1. Proposals should be prepared in accordance with the procurement notice. Corporate services are required and the Lead Expert should be should be able to draw on a range of multi-disciplinary experts to respond to project issues as they arise including a Technical Monitor / Project Manager, Contract Specialist, and Environmental, Social and Health and Safety Specialist(s). Q2. Please clarify if the costs (car and running costs like fuel) of the local transportation on the different sites along the Minsk-Vitebsk Road will be borne by the consultant in charge of the “LTM” or by the GUAD Project Team and/or the Engineer and or PIA Consultant. A2. These costs will be borne by LTM, however an acquisition of a car is not envisaged. Q3. From our understanding, apart from the Final Report, all the reports (quarterly reports) shall be submitted in electronic format only and shall be submitted to the Bank after the sites visits (we assume 4 site visit per year in 5 years): we deem that it is not necessary to establish a local office at the sites. Is our assumption correct? A3. See Section 4. Deliverables. All reports shall be submitted to the Bank in electronic format only. The final report shall be presented in two hard copies and an electronic copy. Establishing own local office at the sites is not necessary. Q4. The contract estimated duration is 5 years. The estimated budget of the project seems to be 200K Euro. Is this 200K Euro per year or for 5 years total? A4. EUR 200k for the total contract term – 5 years. Q5. The details of international expert responsibilities is too general and does not proıvide information to calculate man hours required for daily activities? Can you please elaborate? A5. The expert is expected to work full time during the visits. The Consultant shall assess the inputs for the individual activities based on their experience of similar assignments. Q6. Can you please provide site visit internals for a month? A6. The LTM shall carry out quarterly visit to Belarus (See Section 4 Implementation Arrangements of the TOR). Q7. If the site visit and test witnessing will be longer than a day, will the contractor provide accommodation, food etc for the our expert? A7. No. Q8. Do you require an international expert to stay at construction camp so that all daily activities can be observed day to day? If yes, will the contractor provide office, accomoıdaton, DFAC and latrine facilities for our expert with no cost to us? Will the contractor provide a vehicle (SUV) for our transportation purposes? OFFICIAL USE OFFICIAL USE A8. The Consultant’s experts is not expected to stay on site overnight. Accomodation and transportation should be secured by the consultant. Local office /working space and other facilities during the site visits will be provided to the consultant. Q9. Please can you confirm the Banks’ ID/reference number for this project. A9. The selection ID for this assignment is 83120. Q10. Please can you confirm that English is the project language and all the project documentation including the reports, variation orders, payment certificates, test results etc. will be provided to the Consultant in English. A10. [English is the working language of the Project, and the documentation submitted to the Bank by the Client will be available in English. However, the Consultant shall anticipate that some contractual documentation may be available in Russian only] Q11. Given this is a part-time assignment the Consultant will not be establishing a permanent office in country and to comply local labour laws will not be able to engage interpreters or hire a car/driver for transport. Can interpreters and a car/driver be provided by the BelDorCentre as their contribution to the project? A11. Accommodation, transportation and translation should be secured by the consultant. Q12. Please can you extend the submission deadline till 19 June 2020 or one week after the Bank’s response to the tender clarifications, whichever is later. A12. The deadline will be extended as one week after the Bank’s response. Q13. It is assumed that the project language, including all project documents are in English. Can you please confirm? A13. Please refer to A10. Q14. The remuneration will be based on agreed rates and cost with a ceiling (not lump sum). Can you please confirm? A14. Given the apparent geographical spread of the bridges in question, around many different regions in Belarus, the duration required for each site visit will vary greatly depending on the specific phasing chosen doing the construction period, simply do to time of transportation between each site and the number of sites required to visit. Can EBRD provide a list or tentative time schedule for which bridges will be constructed simultaneously and in which order, so it’s possible to assess how many bridges will have to be inspected for each respectable trip to Belarus doing the expected project period? A16.
