Any items of business which the Chairman decides should be considered as a matter of urgency pursuant to section 100B(4)(b) of the Local Government Act, 1972. Adoption of Conservation Area Appraisals and Boundary Amendments for Burston, Forncett, Gissing, Winfarthing, Wramplingham and Thorpe Abbotts; (report attached – page 145) 2 Agenda Item: 3 DECLARATIONS OF INTEREST AT MEETINGS When declaring an interest at a meeting Members are asked to indicate whether their interest in the matter is pecuniary, or if the matter relates to, or affects a pecuniary interest they have, or if it is another type of interest. Members are required to identify the nature of the interest and the agenda item to which it relates. In the case of other interests, the member may speak and vote. If it is a pecuniary interest, the member must withdraw from the meeting when it is discussed. If it affects or relates to a pecuniary interest the member has, they have the right to make representations to the meeting as a member of the public but must then withdraw from the meeting. Members are also requested when appropriate to make any declarations under the Code of Practice on Planning and Judicial matters. Have you declared the interest in the register of interests as a pecuniary interest? If Yes, you will need to withdraw from the room when it is discussed. Does the interest directly: 1. affect yours, or your spouse / partner’s financial position? 2. relate to the determining of any approval, consent, licence, permission or registration in relation to you or your spouse / partner? 3. Relate to a contract you, or your spouse / partner have with the Council 4. Affect land you or your spouse / partner own 5. Affect a company that you or your partner own, or have a shareholding in If the answer is “yes” to any of the above, it is likely to be pecuniary. Please refer to the guidance given on declaring pecuniary interests in the register of interest forms. If you have a pecuniary interest, you will need to inform the meeting and then withdraw from the room when it is discussed. If it has not been previously declared, you will also need to notify the Monitoring Officer within 28 days. Does the interest indirectly affect or relate any pecuniary interest you have already declared, or an interest you have identified at 1-5 above? If yes, you need to inform the meeting. When it is discussed, you will have the right to make representations to the meeting as a member of the public, but you should not partake in general discussion or vote. Committee Members Councillors: F Ellis (Chairman), B Duffin, J Halls, Present: S Nuri-Nixon, J Savage Apologies for Councillors: P Hardy, W Kemp and V Thomson Absence: Cabinet Member Councillor: L Neal Present: Officers in The Assistant Director Planning (H Mellors) and the Attendance: Place Shaping Manager (P Harris) 74 DECLARATIONS OF INTEREST There were no declarations of interest 75 MINUTES The minutes of the meeting of the Regulation and Planning Policy Committee held on 5 January 2021 were confirmed as a correct record. 76 GREATER NORWICH GROWTH BOARD: JOINT FIVE-YEAR INVESTMENT PLAN Members considered the report of the Place Shaping Manager, which sought approval of the Greater Norwich Growth Board Joint Five-Year Investment Plan 2021-26, and the allocation of Community Infrastructure Levy (CIL) to four specified projects. The Planning Policy Manager introduced his report, and explained that in accordance with CIL pooling arrangements for Greater Norwich’s Infrastructure Investment Fund, each of the CIL charging authorities, 5 Broadland District Council, South Norfolk Council and Norwich City Council, were required to agree the Greater Norwich Joint 5 Year Infrastructure Investment Plan 2021-2026, and the allocation of CIL to specified projects as part of the Annual Growth Programme (AGP) 2021/22. Members noted that the Annual Growth Programme had been agreed at the meeting of the Greater Norwich Growth Board back in December. Although none of the four priority projects were within South Norfolk, £2m had been allocated to support the Ormiston Victory Academy in Costessy, through the Education Capital Programme. In response to queries, the Planning Policy Manager advised that any proposed changes and relevant comments would be verbally fed back to Cabinet, before its consideration of the item the following Monday. He further explained that the Investment Plan had been prepared the previous Autumn to go through a number of different stages / meetings, hence why some of the tenses within the project progress reports, were now out of date. During discussion, reference was made to the Equalities and Communities Impact Statement at Appendix B of the report, and officers noted that some references to legislation required updating. Attention was drawn to Appendix D of the IIP, which referred to Future Transport Projects, and members queried why the Wymondham Rail Station Platform Access had been listed, as funding has already been secured for that project. The Planning Policy Manager explained that he did not expect the project would require additional funding through CIL, however, he would seek to clarify the matter after the meeting. In response to comments regarding the Wymondham Area Action Plan, and the number of additional new homes, the Planning Policy Manager agreed that the intentions of the AAP had unfortunately been overtaken by events, however, the Council was now in a better position in terms of land supply, and he hoped that this position would be maintained going forward. The Chairman thanked officers for a detailed and positive report and was pleased that it had made reference to a number of important projects within the South Norfolk District. It was unanimously RESOLVED To advise Cabinet to recommend to Council, to 1. Agree the Greater Norwich Joint Five-Year Infrastructure Investment Plan 2021-2026, included in appendix A; and 2. Approve the allocation of CIL to four specified projects, these projects will form the 2021/22 Annual Growth Programme (AGP); the allocation 6 of £2m to support the Education Capital Programme within Greater Norwich; and the allocation of an additional £341,000 to projects GP46 and GP53 that were initially allocated funding within the 2018/19 AGP. 77 UPDATE TO LOCAL DEVELOPMENT SCHEME Members considered the report of the Place Shaping Manager, which sought approval to make amendments to the Local Development Scheme, to reflect changes to the timetable for the South Norfolk Village Clusters Housing Allocations Document. The Planning Policy Manager briefly outlined his report and drew attention to paragraph 3.3 which detailed the proposed timetable for the South Norfolk Village Clusters Allocations Document. He envisaged adoption of the Allocations Document in February or March 2023, however stressed that this would depend on representations received, and any planning issues identified through the regulation 18 process. The Portfolio Holder, Cllr L Neal commended the report and thanked officers for their speedy and thorough work on the project to date. It was unanimously RESOLVED To advise Cabinet to recommend to Council that it approves the proposed amendments to the current Local Development Scheme.
