Cumann Lúthchleas Gael Coiste Thír Eoghain An Chomhdháil Bhliantúil 2012 Dé Domhnaigh, 9ú Nollaig 2012 Orduithe Seasaimh Don Comhdháil (Standing Orders for Convention) In order that the proceedings of the Convention be carried out without delay, the following Standing Orders will be observed: 1. The Proposer of a Resolution or of an Amendment thereto may speak for five minutes, but not more than five minutes. 2. A Delegate speaking to a Resolution or an Amendment must not exceed three minutes. 3. The Proposer of a Resolution or of an Amendment may speak a second time for three minutes before a vote is taken, but no other Delegate may speak a second time to the same Resolution or Amendment. 4. The Chairman may, at any time he considers a matter has been sufficiently discussed, call on the Proposer for a reply, and when that has been given a vote must be taken. 5. A Delegate may, with the consent of the Chairman, move ‘that the question be now put’, after which, when the Proposer has spoken, a vote must be taken. 6. Standing Orders shall not be suspended for the purpose of considering any matter not on the Clár, except by the consent of a majority equal to two-thirds of those present and voting. He wished everyone an enjoyable afternoon and anticipated that it would be another successful occasion. Concluding, he expressed the appreciation of the Club to the County Committee for deciding to return to the St Patrick’s Club in 2011. -5- 4.0 Miontuairiscí – 2009 The Minutes of the 2010 Convention were adopted on the proposal of B Nelis and seconded by P O’Neill. There were no matters arising. 5.0 Standing Orders On the proposal of G Byrne, Standing Orders were adopted, and were seconded by M Bonnar. 6.0 County Grounds’ Accounts and Balance Sheets 6.1 The Cisteoir, M Harvey presented the Accounts for Healy Park Omagh which indicated a total income of £28 826 and a total expenditure of £63 498 providing an operating loss of £35 272 for the year ending 31st October. 6.2 The Accounts presented for O’Neill Park Dungannon indicated a total income of £52 847 and an expenditure of £55 022 and an operating loss of £2 175. 6.3 No Accounts were provided for Fr Campbell Park Coalisland. 6.4 Both of the County Grounds’ Accounts were adopted on the proposal of C Donnelly, seconded by E Connolly. 7.0 Secretary’s Report 7.1 Speaking on the Senior Hurling team (page 23), P Doris agreed with the Secretary’s appreciation to Tony Fawl and complimented him for all the work that he has put into the hurling team over a number of years, often in very trying circumstances. 7.2 A Gilmore requested that the family of Seamus Glackin be included in the list to which sympathy had been extended (page 39). 7.3 The Report was adopted on the proposal of P Doris which was seconded by A Maguire. 8.0 Sub-Committee Reports 8.1 Referring to the IT Report, D Harvey reminded delegates of the need to be aware that any information included on Clubs’ or other units’ social media sites including ‘Facebook’ and ‘Twitter’ was regarded as an official publication of the Club or unit; therefore the Club or other unit was fully responsible for all such information and each should ensure that responsible officials were in charge of the posting of information. 8.2 Speaking on the Report from the Referees’ Administration subcommittee P Darcy said that there were far too many assessments of referees being undertaken within the county. He was aware that there were 114 assessments undertaken in the current year, with one top referee being given 6 assessments. He thought that one assessment per year should be enough to determine whether a referee was competent and if he wasn’t then a second assessment should be carried out. Too many assessments were a source of distraction to a referee and in many instances were causing unnecessary stress. -6- 8.3 The Hurling Development Officer presented a draft Strategy for the development of the game within the county. 8.4 All subcommittee Reports were adopted on the proposal of S McCullagh which was seconded by J Rafferty. 9.0 Treasurer’s Report 9.1 Prior to commencing his Report the Treasurer was joined by Hugh McAleer representing the accountants. 9.2 Total income for the financial year dropped by over 9% to £828 940 and total expenditure showed a similar decrease (10.3%), to £781 575 providing an operational surplus of £47 365, excluding Club Tyrone donations. The Balance sheet indicated Current Assets valued at £2 566 653 with Current Liabilities of £530 015 giving a net figure of £2 036 638. 9.3 M Harvey confirmed to P Doris that the figure of £2 224 300 under ‘Current Assets – Bank Accounts’ included the loan provided by Croke Park towards the Coaching & Administration Centre development at Garvaghy. 9.4 In a further response to P Doris, the Cisteoir indicated that the 100% rise in costs of meetings was due to outstanding costs carried forward from the previous year which had not been received before the closing of the accounts. If the figures were examined over a two-year period they would be found to be similar. 9.5 In a final query P Doris sought an explanation for there being no Referees’ Expenses for the year; M Harvey explained that at the end of the financial year these expenses had not been received but he could now state that the contra figure for such expenses would be approximately zero. 9.6 M McCaughey congratulated the Finance subcommittee on the good state of the county’s finances but suggested that the income from championship fixtures could be maximized by the Fixtures Planners doing more in the year ahead. 9.7 H McAleer expressed his appreciation to the Treasurer for his work over the last five years and for the support that had been provided by the Clubs.
