CORPORATE PROFILE The Philippine Cancer Society (PCS) has endeavored to serve Filipinos in the fight against cancer as embodied in its mission and vision statement. Since 1956, the society has focused on its efforts towards these advocacies – statistical research, education and information, prevention and early detection, and focused patient services. The Philippine Cancer Society- Manila Cancer Registry (PCS-MCR) is one of three sources providing internationally-validated cancer incidence, mortality and survival statistics in the country. Together with the Department of Health-Rizal Cancer Registry (DOH-RCR), the PCS publishes the “Cancer Facts and Estimates” and “Cancer in the Philippines”. PCS data has been included in the publications of the International Association of Cancer Registries (IACR) for “Cancer Incidence in Five Continents” and the online cancer statistics GLOBOCAN by the World Health Organization international agency for Research on Cancer (IARC). Lectures are provided to communities, workplaces, schools and companies to raise awareness about cancer in conjunction with the mobile clinic free screening services for cervical, breast, and prostate cancer. It has a partnerd with the Knowledge Channel to educate children on health promotion and cancer prevention. It operates a website to provide information on cancer. It has expanded its reach to the populice through social media. The society has advocated for a 100% smoke-free environment nationwide and for the full implementation of the provisions under the Framework Convention on Tobacco Control. The PCS has also strongly supported Hepatitis-B infant vaccination for the prevention of liver cancer. It adheres to the DOH call for the prevention of Non-Communicable Disease (NCDs) by promoting the four pillars of a healthy lifestyle: balanced nutrition, physical activity, limit alcohol intake, and no to cigarette smoking. It has pioneered work on Hospice Care for the terminally ill, and Patient Navigation to eliminate the barriers on cancer care through timely diagnosis and early treatment. Volunteer doctors offer first line consultations for the PCS. Referrals for patients needing further medical attention are endorsed to partner hospitals and diagnostic services. The PCS is a medium size Non-Government Organization, duly registered with the Security and Exchange Commission (SEC) and the Department of Science and Technology (DOST). It is licensed and monitored by the Department of Social Welfare and Development (DSWD) to raise funds for its programs, and is a member of the Philippine Council of NGO Certification (PCNC). The DSWD and PCNC accreditations allow the Philippine Cancer Society to be declared as a donee institution granting donor tax credits with the Bureau of Internal Revenue (BIR). It is because of their valuable support that the society is able to fund, organize and implement its programs, projects and services. For the last fifteen years, The Best Dressed Women of the Philippines (BDWP) has been at the forefront of the most glittering fund raising Gala Dinner in the country. Each year has been more successful than the one preceeding it. I congratulate the BDWP 2018 Organizing Committee led by its selfless and dedicated chairperson, Consul Helen Ong and its members namely Ms. Mabel Abaño, Consul Betty Chua, Consul Agnes Huibonhua, Mr. Roy Gonzales, Mr. Mario Katigbak, Ms. Marian Ong, Ms. Roselle Rebano, Ms. Elaine Villar and emcee/adviser par excellence Johnny Litton for their comapssionate and untiring efforts in making this event successful. Kudos also goes to the Ambassadors for Life for their generosity in helping the committee, and last but not the least, applause for the BDWP awardees and the Men of Influence for their participation in this noble cause. We dedicate the Annual Report 2018 to your achievements hence our theme of “Quinceañera”. GUERRERO Chairman of the Board . 3 PRESIDENT Message Let me first recognize the effort of the Philippine Cancer Society (PCS) as a member of the Cancer Coalition Philippines for pushing the congress to pass on third reading the National Integrated Cancer Control Act in late 2018. This cancer control bill is sure to benefit all cancer patients and all Filipinos for the provisions on cancer prevention, screening, diagnostics, treatment, and hospice and palliative care. Let me also commend our volunteers and benefactors of the Best Dress Women of the Philippines (BDWP), for their fifteen years of hard work, untiring efforts, and commitment to raising funds for the Society. Through the BDWP annual event’s proceeds, the PCS has continued its programs and services on patient navigation, the mobile clinic, hospice care assistance, cancer registry, and information campaigns against cancer. We truly appreciate all the efforts of everyone involved as they become advocates to fight this dreaded disease. This will enable the PCS to expand and sustain our work in the coming years. NGELANGEL, MD, MS, PhD President 4 4 EXECUTIVE DIRECTOR Message In 2018, the Philippine Cancer Society experienced great achievements and milestones that it can be proud of. The Best Dressed Women of the Philippines turned 15 years in a wonderful night of pomp and pageantry as it broke the records of attendees and most successful funds raised in the history of the event. Warm congratulations and acknowledgements are therefore in order for the ever gracious Consul Helen Ong and in her indefatigable organizing committee for a job well done. It was also in during this year that the Cancer Bill, better known as the The National Integrated Cancer Control Act (NICCA), was approved by the Philippines Congress. This landmark piece of legislation is a triumphant declaration of commitment to seriously address a potentially devastating future cancer epidemic. According to the WHO, it is projected that by 2030, between 10 & 11 million cancers will be diagnosed each year in low and middle income countries like the Philippines. We must, therefore, prepare and formulate strategies to mitigate the impact of this burden amongst our citizens. As a member of the Cancer Coalition Philippines, the PCS is proud of the valuable hardwork and contributions it made towards crafting and advocating for the passage of the NICCA. Another advocacy of the PCS that saw fruition was the inclusion of Hospice and Palliative Care into the Universal Health Care Bill, which was also passed shortly after the NICCA. This ensures that patients receive pain control, relief of symptoms, psychosocial & pastoral care across the whole cancer continuum. It was in the same year that the PCS joined the call for stakeholders and organizations focused on Non-Communicable Diseases (NCD) such as cardiovascular diseases, coronary artery diseases, chronic obstructive airways diseases, and diabetes, come together in a movement that was national and international in scope to fight NCDs together.
