Education Update Sevenoaks Scrutiny Committee Tuesday 24 th April 2018 Roger Gough, Cabinet Member for Children Young People and Education School Place Provision In Sevenoaks Education Commissioning Plan • The Kent Commissioning Plan for Education sets out the need for 2018-24 • Previous Plan forecasting accuracy was as follows: – Year R: Sevenoaks 2.9%, Kent overall -0.1% – Year 7: Sevenoaks 2.4%, Kent overall -0.1% Context • Going forward, any additional demand in Sevenoaks is now mainly predicated on inward migration. • Across the district, there is sufficient capacity for primary, for both Year R and for Total Roll. • Small pockets of higher demand, but partly driven by parental preference. • Secondary picture skewed by the lack of Grammar provision. • More than 40% of secondary aged students in the South of the district, travel to attend schools in Tonbridge or Tunbridge Wells. • Introduction of Weald Of Kent Grammar Annexe will help to alleviate this. Context • Likely further Secondary expansions will be required as there are only 3 Secondary provisions in Sevenoaks (plus the Grammar Annexe). • No Primary year groups under significant pressures on a district wide basis. Swanley/Hextable most likely to encounter pressures in the future, but this is not being realised as yet. • Even though Primary numbers dipped slightly in 2017, they now appear to have plateaued. • However, the growth in primary numbers in recent years is now starting to impact on the secondary demand. School Commissioning: Mainstream • Sevenoaks Primary: Planning Group Short Term Medium term Long Term by 2018-19 by 2019-20 by 2020-21 2021-22 to 2024-25 1FE in Swanley and Swanley and Hextable Hextable. Current information for the 2018-19 academic year indicates that there will not be a need for any expansion in Swanley for 2019. This possible demand is likely to be pushed back in the next iteration of the KCP. Commissioning of Secondary School Places • Following closure of Oasis Academy Hextable, there are only three Secondary Schools in Sevenoaks – Knole Academy – Orchards Academy – Trinity Free School • The District now also benefits from the 3FE Girls Grammar Annexe (part of the Weald of Kent School in Tonbridge) Sevenoaks Grammar Annex • KCC maintains its policy of pursuing a Boys Grammar Annexe provision in Sevenoaks. • At least 1100 children leave Sevenoaks district to attend grammar schools in Tonbridge or Tunbridge Wells. • Local pressure in Tonbridge & Tunbridge Wells means that fewer grammar places will be available to Sevenoaks students. • Even following the establishment of the Trinity Free School, local demand in Sevenoaks means that a grammar provision would be necessary to fulfil the statutory duty to provide school places. School Commissioning: Mainstream • Sevenoaks Secondary : by 2018-19 by 2019-20 By 2020-21 2021-22 to 2025-26 2FE in 2FE in Sevenoaks Sevenoaks – September 2018: • 2FE Temporary Expansion of Trinity School. Consultation on permanent expansion now complete and school will now continue to admit 6FE in the future rather than the previous 4FE • Most obvious candidate for the next 2FE expansion would be Knole Academy Housing • Sevenoaks District Council’s (SDC) existing Core Strategy, adopted in 2011, plans for 3,300 new homes up to 2026. • Some of this need is being delivered with the remaining locations for growth identified within SDC’s ‘Allocations and Development Management Plan’ adopted in February 2015. • KCC are mindful that SDC is working on a new Local Plan to run from 2019 to 2035 which will replace the adopted Core Strategy. • Following the call for sites, KCC officers have been made aware of a number of potential developments in areas such as Halstead, Edenbridge and Westerham. • If any major sites do proceed then the impact could be significant with the need for additional provision in the district.
