Strategic Implications Bath Iron Works has been construction naval warships for 120 years and today is considered to be the premier, world-class builder of complex surface combatants. In addition to the main yard located on the banks of the Kennebec River in Bath, GDBIW operates two major manufacturing work sites in the West Bath-Brunswick area. One is a structural steel fabrication facility, the Hardings Plant, and the other consists of a climate controlled warehouse facility and automated pipe and sheet metal facility which include computer-aided manufacturing capability for steel, pipe, and ventilation (East Brunswick Manufacturing Facility, or EBMF). As GDBIW’s process has become more sophisticated, prefabrication of large and complex units takes place in both locations, prior to transportation by road to the Bath yard. One of the preservation techniques used in the construction of ships for the U.S. Navy is powder coat. The process includes applying an electrostatically charged powder to metallic parts which are then processed through an oven to bake the powder into a coating. The end product is a durable, consistent coating that will last several more years than traditional liquid applications. This type of preservation system is environmentally controlled and commonly used in commercial applications. GDBIW has been utilizing this process at the Hardings Fabrication location. The current powder coat equipment was acquired used over 20 years ago by BIW from Electric Boat; another General Dynamics owned company in the marine division; and is need of replacement. In addition to replacing the equipment, GDBIW intends to relocate the powder coat operations from Hardings Fabrication location to the newly acquired 11 Mallett Park facility, formerly occupied by Fairpoint. The former Fairpoint building has a large high ceiled bay and provides an opportunity to optimize the layout of the equipment for efficiency as well as perform installation of the equipment without disrupting the construction of ship parts. The largest advantage to relocating the powder coating operation to the former Fairpoint building is the proximity to the East Brunswick Manufacturing Facility (EBMF) which is located adjacent at 16 Mallet Park. A high percentage of the parts currently processed through the Hardings powder coat facility originate from the EBMF location. By relocating the powder coat operations adjacent to the EBMF building, fewer transportation trips over RT 1 will be needed to preserve ship parts against corrosion.
