However, Rogers does not consider that this ownership interest makes IWP an “affiliate” of Rogers within the meaning of that term in section 5.1.1 of the Licensing Framework. Since a competitor of Rogers, Bell Canada, owns the other 50% interest in IWP, Rogers does not control IWP.
