Agenda Name and Address Line of Activity No. 1. 4.67 Ha Silica Sand of M/s. Andhra Pradesh Mineral Development Silica Sand Corporation Limited at Sy.No. 612P, 613P, 615P, 616P, 617P of Thamminapatnam Village, Chillakur Mandal, S.P.S.R Nellore District, Andhra Pradesh. SIA/AP/MI Category : B2 N/152297/2 The representatives of the project proponent M/s APMDC Ltd. (DGM Geology) and their 020 (EC) consultant M/s. SV ENVIRO LABS & CONSULTANTS have attended the Online meeting. The Committee recommended for issue of Environmental Clearance for one year to this proposed silica sand mining project for the production quantities: Silica sand – 186800 TPA, duly stipulating the following conditions that the project proponent shall carryout mining only Two meters depth sand from the top manually and no underwater mining is undertaken. All the silica sand are to be accounted for authorized users for the purpose of silica users only, an undertaking shall be submitted. Sand quality report for salinity, Electrical Conductivity, chlorides, fluorides, pH shall be submitted. Green belt shall be taken up in the peripheral Bufferzone of 7.5 m width all along the boundary of the mine and planted with casuarina plantation. APSEIAA Sub-committee guidelines shall be implemented; 50 m set back from Buckingham canal need to be maintained; Sand dunes at the southern boundary should not be mined; Strictly manual mining only is permitted. The validity of the EC is for 1 year or the life of mine which is earlier. The project proponent shall allocate sufficient funds for implementation of CSR activities as committed by the representative along with the EMP. 2. 4.98 Ha Silica Sand of M/s. Andhra Pradesh Mineral Development Silica Sand Corporation Limited at Sy.No. 800/P of Thamminapatnam Village, Chillakur Mandal, S.P.S.R Nellore District, Andhra Pradesh. SIA/AP/MI Category : B2 N/152399/2 The representatives of the project proponent M/s APMDC Ltd (DGM) Geology and their 020 (EC) consultant M/s. SV ENVIRO LABS & CONSULTANTS have attended the Online meeting. The Committee recommended to defer the proposal for want of NOC from Forest department for mining activity. The greenbelt details along with Lat Longs shall be submitted and presented again for appraisal by the proponent. 3. 4.50 Ha Silica Sand of M/s. SV ENVIRO LABS & CONSULTANTS have attended the Online meeting. The Committee recommended to defer the proposal for want of NOC from the Forest department for mining activity. No: 583 & 584/P, Thamminapatnam Village, Chillakur Mandal, S.P.S.R Nellore District, Andhra Pradesh SIA/AP/MI Category : B2 N/152403/2 The representatives of the project proponent M/s APMDC Ltd (DGM Geology) and their 020 (EC) consultant M/s. SV ENVIRO LABS & CONSULTANTS have attended the Online meeting. The Committee recommended to defer the proposal for want of NOC of Forest department for mining activity. The greenbelt details alongwith Lat Longs shall be submitted and presented again for appraisal by the proponent.. 6. 3.80 Ha. Proposed Ordinary Sand Mine, Nidhanawada Sand Reach of Ordinary Sand Penna River at Sy.No. 156, Nidhanawada Sand Reach, Nidhanawada Village, SinganamalaMandal, Anantapur District, Andhra Pradesh. Penna River SIA/AP/MI Category : B2 N/155779/2 The representatives of the project proponent Deputy Director Mines and Geology Anantapur and 020 their Consultant/RQP attended the Online meeting. The Committee recommended for issue of Environmental Clearance for one year to this proposed sand mining project for the production quantities: Ordinary sand – 38,000 m3/annum, duly stipulating a condition that the project proponent shall carryout mining only one meter depth sand from the top manually and no underwater mining is undertaken along with additional conditions. Green belt shall be developed along the road, the area to be marked and submitted. Stock point has to be provided adjacent to the road. The project proponent shall allocate sufficient funds for implementation of CSR activities as committed by the representative along with the EMP. 7. 1.843 Ha. Proposed Ordinary Sand Mine, Pamidi Sand Reach of Penna Ordinary Sand River at Sy.No. 1247, Pamidi Sand Reach, Pamidi Village, Pamidi Mandal, Anantapur District, Andhra Pradesh. Penna River SIA/AP/MI Category : B2 N/156704/2 020 The representatives of the project proponent and their Consultant/RQP attended the Online meeting. The Committee recommended for issue of Environmental Clearance for one year to this proposed sand mining project for the production quantities: Ordinary sand – 18,430 m3/annum, duly stipulating a condition that the project proponent shall carryout mining only one meter depth sand from the top manually and no underwater mining is undertaken alongwith additional conditions. Compensatory plantation shall be taken up on the river bank/bund so as to strengthen it, as several trees will be felled in the mining area. Since the provision is there in this area, a 7.5 meters buffer zone shall be provided and the change in the quantity of sand shall be submitted. The project proponent shall allocate sufficient funds for implementation of CSR activities as committed by the representative along with the EMP. 8. 4.940 Ha.Proposed Ordinary Sand Reach, Mantralayam Sand Reach -II at Ordinary Sand Mantralayam Village of Tungabhadra River, Mantralayam Mandal, Kurnool District, Andhra Pradesh Tungabhadra River SIA/AP/MI The representatives of the project proponent and their Consultant // RQP attended the Online N/155022/2 meeting. 020 MINUTES OF THE 141st MEETING OF STATE EXPERT APPRAISAL COMMITTEE (SEAC), A.P., HELD ON 25th June 2020 AT VISAKAPATNAM, A.P. The Committee observed that a canal dug by the farmers is passing at a distance of 200 meters, from the reach boundary, and after detailed discussions it is felt that the proponent shall revise the boundaries of the mine leaving a buffer of 500 meters from the farmer’s canal as proposed in the Inspection Report of the mine, and revise the boundaries of the mine and quantity of sand mining. Fresh approval from the District Collector with the revised proposal shall be obtained and application be submitted. In the inspection report of the District Committee, it is recorded that mining will be done by leaving 500 meters buffer area for each sand mine as per the WALTA Act. Hence, deferred the proposal on the request of the proponent for rectification of the errors. 9. 4.580 Ha.Proposed Ordinary Sand Reach, Mantralayam Sand Reach -I at Ordinary Sand Mantralayam Village of Tungabhadra River, Mantralayam Mandal, Kurnool District, Andhra Pradesh Tungabhadra River SIA/AP/MI The representatives of the project proponent and their Consultant // RQP attended the Online N/154950/2 meeting. 020 The Committee observed that a canal dug by the farmers is passing at a distance of 200 meters, from the reach boundary, and after detailed discussions it is felt that the proponent shall revise the boundaries of the mine leaving a buffer of 500 meters from the farmer’s canal as proposed in the Inspection Report of the mine, and revise the boundaries of the mine and quantity of sand mining.
