The findings and opinions conveyed via this report are based on information obtained from a variety of sources which Jacobs believe is reliable. Nevertheless, Jacobs cannot and does not guarantee the authenticity or reliability of the information. No attempt has been made to verify independently any data collected by others from other sources. In order to compile this report the following documents have been reviewed: • GroundSure Map Insight, Geo Insight and Enviro Insight for Serlby Park Community School, Whitehouse Road, Bircotes, Doncaster, DN11 8EF. dated 30th August 2013; • Environment Agency ‘What’s In Your Backyard’ Online Mapping (www.environment-agency.gov.uk/wiyby)(accessed September 2013); • Google Maps (http://maps.google.co.uk) aerial photography (September 2013); • British Geological Survey (September 2013) Geoindex website (http://www.bgs.ac.uk/GeoIndex); and • Zetica (undated) Regional Unexploded Bomb Risk Map, Nottinghamshire. A Preliminary Risk Assessment of the potential land contamination constraints to the development has been completed in accordance with the best practice guidance presented within the Environment Agency (2004) Contaminated Land Report (CLR) 11: Model Procedures for the Management of Land Contamination. 1.2 Site Location Serlby Park Academy is located in Bircotes, Doncaster approximately 12km south- south-east of Doncaster Town Centre. The site measures approximately 11.6ha in area and is centred on approximate Grid Reference 463040,392151. The site address is: Whitehouse Road, Bircotes, Doncaster, DN11 8EF. Drawing SERLBY/001 provides an outline of the existing site layout. 1.3 Site Description A site walkover has not been carried out for the purpose of this report. Recent aerial photography and the existing site plans have been used to describe the current site layout. The existing Serlby Park Academy buildings and associated structures are located in the south of the site, together with two hardstanding areas marked out as tennis 1 PSNOTDTS Serlby Park Academy DTS Rev 1 courts, a hardstanding football pitch and three car parks. Bircotes Leisure Centre is located in the south west of the site. The north east portion of the site comprises grassed sports pitches with the remaining north western portion of the site comprising open undeveloped land. The site is bounded to the north by Tickhill Road (A631) and Swinnow Wood which leads to Plumtree Farm Industrial Estate to the north east of the site. The areas to the south and east are predominantly residential areas with open land. St Patrick’s Catholic Primary School is also located to the south. A park and Plumtree Caravan Site are located at the site’s western boundary, beyond which are further residential areas. 1.4 Proposed Development The proposed development (Option 5) is understood to comprise the following: • Demolition of the existing main school building including the gas meter building and retention of the existing plant room, hardstanding areas, car parks , playing fields, leisure centre and MUGA; • Construction of a new 3-storey “superblock” secondary school building immediately north of the existing school building partially over the footprint of the existing eastern sports pitches; and • Construction of a new 1 and 2-storey sports hall immediately west of the new 3-storey “superblock”. The size, type, orientation and location of the building could be subject to change. The proposed development options are outlined on drawing SERLBY/002.5 Rev 0. 1.5 Local Authority Consultation The Pollution Prevention Officer from Bassetlaw District Council, North Nottinghamshire was contacted by Jacobs on 3rd October 2013 to enquire whether the Council holds information relevant to the site relating to: • Contaminated land issues / designations; • Historical land uses / general knowledge of the area; • Pollution incidents; • Water abstractions; • Ground gas and aggressive ground issues; • Historical and recorded landfills and other waste management facilities; • Environmentally sensitive sites; • Any other issues relevant to the environmental setting. Information received from the Council (Appendix C) indicates that the site has not been identified as “Contaminated Land” under Part 2A and there are no records of the above listed sites within 250m of the site and 1km for water abstractions. A significant pollution incident was, however, noted at a factory within Plumtree Industrial Estate in 2010. Where relevant, the information received from the Pollution Prevention officer has been discussed in Sections 2 and 4 of this report. 2 PSNOTDTS Serlby Park Academy DTS Rev 1 2 Historical Land Use 2.1 Historical Mapping The historical land use within 500m of the site has been determined by review of historical maps supplied by GroundSure within Appendix A. Date Scale Site Description 1885 1:10,560 The site is undeveloped open field surrounded by various woodlands, farms and plantations. The northern section of the site is bounded by Swinnow Wood, to the south west by Snipe Park Wood from which a small watercourse flows away from the site towards the south west. The site is bordered to the immediate east by Plumtree Farm with a number of pumps shown around the farm. To the north east, a well is noted adjacent to a lodge approximately 200m from the site. Another well is shown to the east adjacent to Plumtree Cottages approximately 400m from the site. Old sand pits and gravel pits are located at 650m south west. Brick / tile works at 1km south west. 1886 1:2,500 No obvious change. 1891 1:10,560 No obvious change. 1893 1:2,500 No obvious change. 1897 - 1898 1:10,560 No obvious change. 1899 1:2,500 No obvious change. 1901 1:10,560 No obvious change. 1902 1:2,500 No obvious change. 1921 - 1922 1:2,500 No obvious change on-site. Harworth main colliery is located at 800m & south west with a connecting railway line running to the east. An 1:10,560 additional gravel pit is located 660m south. 1928 1:10,560 No obvious change. 1938 1:10,560 No significant changes on site. The Harworth Main Colliery has expanded further south with additional buildings now shown. There are new developments of residential properties within 50m of the site extending to about 500m to the south and west. The gravel pit located 660m south is no longer evident. Brick / tile works are no longer evident. 1948 1:10,560 In the south west of the site, a number of small rectangular structures and a circular structure are shown. These are shown on the later 1953 map as being part of a Sewage Works. In the north east of the site, a number of structures/buildings are evident with associated connecting tracks to the sewage works. Land previously used for brick/tile works and sand pit shown as worked ground. Expansion of the Harworth Colliery continues towards the south west with a number of tanks shown in the south. Residential properties are now also shown to the immediate north west of the site. 1953 1:10,560 The sewage works are now shown as disused.
