Currently, there is heavy traffic congestion due to higher mobility and increase of vehicle ownership with less road density. Phaholyothin road is one of the most important arterial Project Rationale roads in Bangkok and is one of most congested roads in Bangkok. The land use of this extension area is classified to high density with residential and commercial zone. Necessity of the Project In order to mitigate traffic congestion along Phaholyothin Road, an existing BTS system is planed to expand from Morchit station to Sapan Mai. High: • This project is recognized as an important project to realize restructuring for balanced Priority in Thai and sustainable economy, which is one of strategies in the 10th Plan. Government • This project is positioned as one of the highest priority projects in the 5 year plan of BMA because it is ready to implement. Project Scope • Extension of service of the current mass transit system • Realization of the accessible transit network to expansion linking the several transportation system Expected Output • Integration of transportation network system in Bangkok and its vicinities • Promotion of using the public transportation to mitigate the chronic traffic congestion in Bangkok as well as to reduce the usage of gasoline • Mitigation of the atmosphere pollution and the stress from traffic noise • This extension route starts from Morchit to Saphan Mai Scope of Work • approximately 12 km • There are 12 elevated stations in this route. Development (NPV: 5,917 million baht, EIRR: 15.0%, B/C: 1.34) Environmental This project expects remarkable environmental improvement through reducing CO2 by Improvement modal shift to railway. Poverty This project has certain positive influence on poverty reduction and improving accessibility Reduction of mid-/ low income peoples in suburban area of Bangkok, however it might be limited. Environmental Consideration Impacts on This project supposes to have minimal negative impacts on the natural environment Natural because it is located in urbanized area without vulnerable fauna and flora. Environment Impacts on This project supposes to have impacts on resettlement, land use change, and separation Social of local community. However the influenced area could be limited. Accordingly this Environment project supposes to have minimal negative impacts on social environment. Maturity of Project FS FS has been completed in November 2005 Design DD is currently on-going (expect to complete in April 2008) Government Approval of Cabinet Office has been completed in November 2006 Approval EIA EIA has been completed Land Acquisition Land acquisition is not yet undertaken (area: 0.0574 km2) Resettlement Resettlement is not yet undertaken Financial Consideration • BMA experiences to carry out big projects with own budget or JV (BMA and private), but the BMA has no experiences to utilize Japanese ODA Loan so far. • BMA is very keen to commence this extension project as soon as possible. Although BMA has not confirmed financial arrangement either own budget with bonds, foreign loans or PPP, BMA is welcome Japanese ODA Loan if the condition is appropriate.
