Net PREFATORY NOTE VOLUME XVI The exti-aots from m'8.l evidence contained in this volume cover the more important portions of the evidence given, in the presence of the Press, by non-officiaJs* in the following Provinces : Bombay, Punjab, North-West Frontier Province, Delbi,United Provinces, and Bihar and Orissa. Volume xvn contains that given in the Provinces of Assam, Bengal, Burma, Madras, and the Central Provinces. In nearly every case the witnesses had previously submitted writtenmeoioranda.; these documents formed the basis of their examinatioD" and are printed at the beginning of their oral evidence. A few of the written memoranda. on whioh oral evidence was not taken, are also inaluded in this 'volume . .As explained in the prefa.oe to Volume I of the Commission's Reporf<. a.ll evidence was taken bya Joint Conference consisting of the Statutory Commission, the Indian Central Committee and, in a.Il theGGvemors' Provinces except the Central Provinces, a Provincial C',ommittee. A list of the members of these Committees is given on page iv. References in the evidence to pages of the various 'l'!'iitteD memoranda have been altered to correspond with the .paging in the present volume.
