INTRODUCTION 1.1 The Rashtriya Vedavidya Pratishthan was established on 20th January, 1987, by the Ministry of Human Resource Development, Government of India, as an autonomous organisation and was registered under the Societies’ Registration Act, 1860. It was inaugurated on 10th August, 1987, by the then Minister for Human Resource Development. The main objectives of the Pratishthan are as under : (A) Preservation, conservation and development of the oral tradition of Vedic studies. (B) Study of the Vedas through Pathashalas as well as other means and institutions. (C) Creation and promotion of research facilities so as to bring out the rich wealth of knowledge contained in the Vedas and to relate it to the contemporary needs. (D) Collection of information and to arrange basic facilities to store relevant material and to disseminate and publish it in various forms using different resources. 1.2. The Objectives of the Pratishthan as given in the Memorandum of Association are appended at Annexure - I. 1.3. The office of the Pratishthan was shifted to Ujjain in May, 1993, and it was renamed as "Maharshi Sandipani Rashtriya Vedavidya Pratishthan". 2. AUTHORITIES OF PRATISHTHAN General Body, Governing Council and Finance Committee are the Authorities of the Pratishthan. 2.1 Its Establishment - The rules, regulations, various powers and functions for carrying out the affairs of the Pratishthan are vested in its Authorities. Hon'ble Union Minister for Human Resource Development, Government of India, is the Chairman of both General Body and Governing Council. The General Body is vested with the general power for reviewing and amending the policies and programmes of the Pratishthan. The Governing Council is the principal executive body of the Pratishthan and responsible for the general superintendence, direction and control of its affairs. 3 2.2. Under the chairmanship of Vice-Chairman, the Finance Committee is responsible for all matters regarding the management of the properties and investments, preparation of estimates for annual budget and statements of accounts and expenditure of the Pratishthan. 2.3. Under its general powers, the Pratishthan has constituted a Project Committee, which comprises of members of eminent scholars of Veda and related subjects for consideration of academic projects and programmes. 2.4. The Government of India reconstituted the General Body, Governing Council and Finance Committee for a term of five years on 05 th June, 2015. Partial amendment was issued on 10 th April, 2017. The composition of these bodies is given at Annexure II to VI. 3... OFFICERS OF THE PRATISHTHAN 3.1. Under the rules of the Pratishthan, Chairman is the head of the Pratishthan. The Chairman is nominated by the Government of India for a term of 5 years. He presides over the meetings of the General Body and Governing Council. Hon'ble Union Minister for Human Resource Development, Government of India, is the Chairman of the Pratishthan by virtue of the post. 3.2. There is also a provision of Vice Chairman under the rules to be nominated by the Chairman. He has to perform such duties and exercise such functions and has powers as the Chairman may specify generally or in any individual case. Professor Ravindra Ambadas Muley, Sanskrit Pragat Adhyayan Kendra, Savitribai Phule University, Pune, is nominated as Vice-Chairman of the Pratishthan with effect from 18.08.2016. 3.3. Under the rules there is a provision of appointment of Secretary, by the Government of India who is a full time salaried employee of the Pratishthan. He will be chief Academic and Executive officer as well as Head of administrative activities. The Secretary exercises general supervision and controls over the affairs of the Pratishthan and implements all decisions taken by the authorities of the Pratishthan. 3.4. Professor Viroopaksha V. Jaddipal is posted as full time Secretary of the Pratishthan by the Government of India w.e.f. 07.08.2017. 4... OTHER OFFICERS AND STAFF 4.1. In pursuance of the recommendations of its Internal Work Study Unit, the Education Department Vide its letter dated 14.08.1998 sanctioned one post each of Director, Programme Officer, Section Officer and Accountant as a part of interim organizanal structure of the Prathistan. The Governing Council of the Pratishthan 4 at its meeting held on 21.2.2000 approved the Byelaws for recruitment of all sanctioned posts of the Pratishthan. 4.2. Safai Karamchari 1 1 - Total 26 18 8 5... HEADQUARTERS 5.1. The headquarters of the Pratishthan is situated at Vedavidya Marg, Chintaman Ganesh, Post Jawasiya, Ujjain (M.P.). 6... CORPUS FUND OF PRATISHTHAN 6.1. At the time of establishment of the Pratishthan, Government of India had envisaged that Corpus Fund of Rupees Ten Crores would be placed at its disposal so that income from its investment may be utilized for financing various activities and programmes of the Pratishthan. A sum of Rupees Ten Crores was provided by the Government in installments by the end of year 1996-97 for this purpose. 6.2. According to decision of the Finance Committee at its meating held on 18-10-2001 the Cropus Fund was raised to Rs. 20.51 crore. 6.3. According to decision of the Finance Committee and Governing Concil dated 17-10-2016 a sum of Rs. 11.34 crore was added to the Corpus Fund. The present Corpus Fund in the year 2017-18 is Rs. 31.86 crore. 5 7. NEW APPROVED PROGRAMMES : 7.1. The Standing Finance Committee of the Government of India at its meeting held on 24.11.1998 had considered the proposal of the Pratishthan for enhancement of its Corpus Fund. After detailed discussion, the Committee was satisfied about the need and justification for enhanced requirement of funds by the Pratishthan for sustaining the on-going programmes and to introduce new academic programmes which are required to fulfill the objectives of the Pratishthan. 7.2. The Standing Finance Committee (SFC) decided to provide the additional requirement of funds by annual budgetary support from the Government. It was also emphasized by SFC that the Pratishthan's activities and programmes would not be allowed to suffer due to paucity of funds and the budgetary allocations would be protected. During the year 2017-18 the Ministry of HRD had allocated Rupees 32.70 crores as grant-in-aid to the Pratishthan for on-going programmes. With the additional grant of Rs. 3.07 Crores the total grant of Rs. 35.77 crores was received. 7.3. Formulation of comprehensive project reports and/or plan of action for implementation of new programmes continued during the year under report. 8. MEETINGS OF AUTHORITIES OF PRATISHTHAN AND IMPORTANT DECISIONS : 8.1. During the year under report, meetings of various Authorities / Bodies of the Pratishthan were held as per details given below : General Body : 12 July 2017 Governing Council : Two Meetings 06 July 2017 & 14 December 2017 Finance Committee : Three Meetings 22 April 2017, 06 July 2017 & 13 October 2017 Grants-in Aid Committee : Two Meetings 24 April 2017 & 12 October 2017 Project Committee : Two Meetings - 21 April 2017 & 12 October 2017 In addition two other committees were constituted as under : (1) Academic Committee - Secretary-Chairman, Five Vedic Scholars- one each from North, South, East, West and Central Region, one scholar of modern subject expert (including in languages) and one eminent educationist. Officer of the Pratishthan will be convener. (2) Examination Committee - Secretary - Chairman. Two Veda pandit from two regions, one expert of modern subject who should also be an expert of language, Controller of Examination - Rashtriya Sanskrit Sansthan, one Education 6 expert. Officer in charge of the examination section in the Pratishthan will be the convener. 8.2. The important decisions taken by the above Bodies / Authorities are as follows : GENERAL BODY : 24 th meeting of the general body of Maharshi Sandipani Rashtriya Veda Vidya Pratishthan was held at New Delhi on 12 July, 2017, under the chairmanship of Shri Prakash Javadekar, Hon’ble Minister of Human Resorce Development Government of India. Hon’ble Minister of State, Shri Mahendra Pandey was also present as special invitee. (1) It was suggested that innovative plans be prepared to make studies in Veda Sanskrit, Oral Tradition of Veda and Vedic awareness more attractive and suitable to the needs of modern times,. (2) Pratishthan should translate and make available all the four Vedas in all indian languages. (3) Authorised the Secretary to constitute a Committee to examine and suggest ways and means of granting recognition to Veda Bhushan and Veda Vibhushan course conducted by Pratishthan as equivalent of 10 th and 12 th std for the purpose of aligning the pass out students with mainstream education system.
