In addition to this advertisement, the RFP is also being issued to the NGOs whose list is available with Bihar State Road Development Corporation Ltd. The detailed design of alignment of Bihta-Sarmera Road (SH-78) has been completed and Technically Sanctioned and accordingly Resettlement Plan (RP) for the project road is prepared. The Bihar State Road Development Corporation Ltd (BSRDC), A Government of Bihar Undertaking has undertaken the work of widening of existing State Highways from single lane carriage way into two-lane carriage way and strengthening of existing two-lane road. The Bihar State Highways Project (BSHP) aims to strengthen and rehabilitate the deteriorated state roads and upgrade some newly declared state roads to provide reliable road transport services in the state. One project road section consisting of 100 kilometers has been selected for which detailed design of alignment has been completed; and Resettlement Plans (RPs) for project road has been prepared based on the detailed design approved by BSRDC. The project road is single lane with 3.5 meter carriageway and at some places intermediate lane with 5.5 meter carriageway having a right of way (ROW) ranging from 07 to 14 meters. The existing ROW is encroached and squatted at various locations specifically in existing market places. At some places there are missing links which has been made part of the new alignment. Page 2 of 87 3. The widening of the road is proposed to be done on the new alignment. The existing available ROW is not sufficient to accommodate the widening proposal. Land Acquisition is being done for four laning keeping in view the widening of the road in future. The road is proposed to be constructed in two lanes initially. The two laning is proposed to be done on one side of center line and in the next phase the rest two lane will be done on the other side of the centre line. Sufficient consideration has been given at this stage of the project preparation to minimize the adverse impacts on the community in the project areas within the limitation of technical requirement. The Resettlement Plan (RP) is prepared based on detailed design of the alignment, to mitigate all such unavoidable negative impacts caused by the project and to restore affected person’s livelihoods. 4. Bihar State Road Development Corporation Ltd (BSRDC) invites the services of eligible NGOs hereafter referred to as “Consultants”, for the implementation of RP on the project road. The project road is stand alone package for implementation of RP as shown in Table 1. More details on the Services are provided in the attached Terms of Reference. 5. Introduction 1.1 The Client named in the “Data Sheet” will select a firm who have submitted their Proposal, in accordance with the method of selection indicated in the Data Sheet. 1.2 The consultants are invited to submit a Technical Proposal (essentially in hard bound form) and a Financial Proposal, or a Technical Proposal only, as specified in the Data Sheet the Proposal for consulting services required for the Assignment named in the Data Sheet. The Proposal will be the basis for contract negotiations and ultimately for a signed contract with the selected firm. 1.3 The Assignment shall be implemented in accordance with the phasing indicated in the Data Sheet. When the Assignment includes several phases, the performance of the contract under each phase must be to the client’s satisfaction before work begins on the next phase. 1.4 The Consultants must familiarize themselves with local conditions and take them into account in preparing their Proposals. To obtain first-hand information on the Assignment and on the local conditions, consultants are encouraged to pay a visit to the Client before submitting a Proposal, and to attend a pre-proposal conference if one is specified in the Data Sheet.
