A fervent Temperance advocate, he sat on the committees of the West London Band of Hope Union and the United Kingdom Alliance. He was active in local affairs, serving on Fulham Vestry for several years, and was at one time a prominent member of Fulham Borough Council as a member of the Progressive Party. He belonged to the Fulham Liberal Party. He interested himself in many causes, both local and national, and was connected with a large number of organisations, including the Imperial Alliance for the Defence of Sunday, the National Children's Homes, and the Fulham and South Kensington Young Men's Christian Association. He was a trustee of the Fulham Waste Lands and Lygon Almshouses, a school manager, a director of the Walham Green Building Society, and supported Fulham housing improvement schemes. DD/200 consists mainly of correspondence, cuttings, invitations and handbills connected with Palmer's involement in these spheres, all of which have been mounted into 'scapbooks'. In view of the bulk of the material involved, some deviations from normal listing practice have been necessary: (i) Listing It has been impractical to list each item. The practice instead has been to give a block description for each 'scapbook', and provide separate entries for items contained inside which have been considered of particular interest. In many cases items relating to the same subject are scattered over a number of pages. Where this is the case, each sheet in the volume has been paginated as in a printed book, and items pasted in have been given the page number, followed by an alphabetical sub-number. Therefore a single item pasted onto a re-used page would bs given the page number plus the letter 'a". Where the page was blank, a single pasted item has been given the page reference only, and more than one item pasted onto the same page would be alphabetically sub-numbered; the same procedure has been followed in numbering scapbooks which have not been put to any previous use.
