Government of Pakistan MINISTRY OF FOREIGN AFFAIRS ORDER S.R.O. 1399 (1)/2020 dated 30 December, 2020— WHEREAS the United Nations Security Council vide its Resolutions Nos. 1267(1999), 1333 (2000), 1373 (2001), 1390 (2002), 1455 (2003), 1526 (2004), 1617 (2005), 1735 (2006), 1822 (2008), 1904 (2009), 1988 (2011), 1989 (2011), 2082 (2012), 2083 (2012), 2133 (2014), 2160 (2014), 2161 (2014) 2170(2014), 2178(2014), 2199 (2015) and2255 (2015)has directed to apply travel restrictions, arms embargo and to freeze the funds and other financial resources of certain individuals and entities; 2. AND WHEREAS through Orders No. S.R.O. 773 (1) dated 5 August 2003, the individuals mentioned in the Annex to this order were subjected to the sanction measures in accordance with paragraph I of United Nations Security Council resolution 2255 (2015) adopted on 21 December 2015 under Chapter VII of the United Nations Charter with respect to individuals and entities designated prior to the date of adoption of resolution 1988 (2011) as the Taliban, as well as other individuals, groups, undertakings and entities associated with the Taliban in constituting a threat to the peace, stability and security of Afghanistan as designated by the Committee established in paragraph 35 of resolution 1988 ("the Committee"), in the 1988 Sanction List, hereafter known as "the List"; 3. AND WHEREAS through paragraph 19 of the United Nations Security Council resolution 2255 (2015) adopted under Chapter VII of the United Nations Charter, the United Nations Security Council allowed the submission of names, for Committee's consideration, of listed individuals for granting travel permission to participate in meetings in support of peace and reconciliation as determined by the Committee. 4. AND WHEREAS the United Nations (Security Council) Act, 1948 (XIV of 1948) enjoins upon the Federal Government to apply certain measures for giving effect to the decisions of the United Nations Security Council 5. AND WHEREAS the Ministry of Foreign Affairs issues S.R.O.s under the UN Security Council Act 1948 (XIV of 1948) to apply certain measures for giving effect to the decisions of the UN Security Council and to reflect changes / updates made by the Taliban (1988) Sanctions Committee to the list of individuals and entities subject to these measures. 6. AND WHEREAS the Annex to this Order contains update on exemption measures to travel, approved by the 1988 Committee, in accordance with paragraph 20 of the United Nations Security Council Resolutions 2255 (2015) and paragraph 13 of Committee guidelines; 7. AND WHEREAS the Ministry of Foreign Affairs has so far issued 381S.R.0s to date in this regard; 8. NOW, THEREFORE, in exercise of the powers conferred by Section 2 of the United Nations (Security Council) Act, 1948 (XIV of 1948), the Federal Government is pleased to order exemptions from travel ban, for the individuals mentioned in the Annex below to the extent approved by the Committee pursuant to paragraph 20 of the United Nations Security Council Resolution 2255 (2015). All other measures shall remain in effect in accordance with the aforementioned resolutions and as mentioned in para 2 above, 9. NOW THEREFORE, all persons' may take actions as appropriate for the implementation of exemption measures for the listed individuals in the Annex. Annex The Security Council Committee established pursuant to resolutionl 988 (2011) decided on 23 December 2020 to extend the exemptions to the travel ban imposed by paragraph 1 (b) of the United Nations Security Council resolution 2255 (2015) for the individuals contained in this Annex for a period of 90 days beginning on 26 December 2020at 1500hrs and ending on 26 March 2021 at 1500 hrs.
