The paving of the urban roads in Dakar is executed under HIMO with satisfactory results as 607 young have been trained of which 500 were hired to work on the different sites. The positive impact of this capacity building program is that young people are gaining experience in pavement works and are setting up businesses. In addition to addressing unemployment, this program also tackles the issue of women exclusion in the workforce as 23% of trainers and recruited are women. All social assistance activities financed by the project are now completed. Procurement and Financial management for the project are rated Satisfactory and recommendations are under implementation and will be completed before project closing date. All activities related to the preparation and implementation of the BRT project financed by the project have been completed. All institutional support activities for the Directorate of Roads, AGEROUTE and Road maintenance Fund agency ( FERA) have been concluded and mission reports transmitted. The impact of the project is already tangible. Completion reports prepared by AGEROUTE and by the bank are under preparation and will provided more details on the project’s impact as well as lessons learned in the design and implementation of the project. These investments (roads and paved roads as well as schools), however, require maintenance for durability. The project included awareness activities to sensitize the populations and city officials (prefectures/municipalities) on the need for maintenance including budget mobilization for the paved roads in Dakar. Asphalted roads are the responsibility of the State and it is important that adequate measures be taken to ensure their sustainable maintenance in particular the mobilization of road maintenance funds (FERA budget). 12/23/2019 Page 2 of 9 The World Bank Implementation Status & Results Report SENEGAL: TRANSPORT & URBAN MOBILITY PROJECT (P101415) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance -- Moderate Moderate Macroeconomic -- Moderate Moderate 12/23/2019 Page 3 of 9 The World Bank Implementation Status & Results Report SENEGAL: TRANSPORT & URBAN MOBILITY PROJECT (P101415) Sector Strategies and Policies -- Low Low Technical Design of Project or Program -- Low Low Institutional Capacity for Implementation and -- Sustainability Moderate Moderate Fiduciary -- Moderate Moderate Environment and Social -- Moderate Moderate Stakeholders -- Low Low Other -- -- -- Overall -- Moderate Moderate Results PDO Indicators by Objectives / Outcomes To improve effective road management and maintenance, both at national level and in urban areas IN00783289 ►GDA Urban Mobility Policy Letter defined and adopted (Text, Custom) Baseline Actual (Previous) Actual (Current) End Target Value None Already adopted Already adopted Adopted Date 30-Sep-2009 17-Oct-2019 19-Dec-2019 31-Dec-2019 Indicator reached during the initial project, Policy Letter adopted on July 27, 2015 Comments: To improve public urban transport in the GDA IN00783290 ►Reduced Travel time on selected itineraries inside the Grandes Niayes areas (mn): Road section Rufisque-Bayak-Notto- Diogo-Lompoul (Minutes, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 211.00 150.00 150.00 153.00 Date 30-Sep-2009 17-Oct-2019 19-Dec-2019 31-Dec-2019 Indicator was broken down to take into account the new road financed under the AF (from Lompoul to Comments: Gandiole) IN00783356 ►Reduced Travel time on selected itineraries inside the Grandes Niayes areas (mn): Road section Lompoul-Gandiol (Minutes, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 202.00 80.00 70.00 100.00 Date 31-Aug-2015 17-Oct-2019 19-Dec-2019 31-Dec-2019 New indicator to measure travel time on newly built road under the AF.
