To the Honorable the Senate and the Home of Representatives of the Common- wealth of Massachusetts. The Board of Harbor Commissioners, in accordance with the provisions of law, respectfully submit their annual Report. By the operation of chapter 213 of the Acts of 1877, the number of the Board was reduced from five to three members. The members of the present Board, having been appointed under the provisions of said Act, were qualified, and entered upon their duties on the second day of July. The engineers employed by the former Board were continued, and the same relations to the United States Advisory Council established. It was sought to make no change in the course of proceeding, and no interruption of works in progress or matters pending and the present Report embraces the business of the entire year. South Boston Flats. The Board is happy to announce the substantial completion of the contracts with Messrs. Clapp & Ballou for the enclosure and filling of what has been known as the Twenty-jive-acre 'piece of South Boston Flats, near the junction of the Fort Point and Main Channels, which the Commonwealth by legis- lation of 1867 (chapter 354) undertook to reclaim with mate- rial taken for the most part from the bottom of the harbor. The Board of Harbor Commissioners respectfully submit their Eleventh Annual Report : South Boston Flats. The reclamation of South Boston Flats, by the use of material for filling taken from the banks and bed of the main channel, has made fair progress during the past year. The twenty-five acre piece which the Commonwealth has under- taken to reclaim, has been walled in, substantially, as far as the first dock inclusive, and requires only about 64,000 cubic yards more (which the dredging of the dock will supply) to raise it. to grade thirteen, above which the filling is to be of gravel. The engineer seems to have foreseen so perfectly the degree to which the rubble underlying the heavy wall would yield to the pressure from above, that now, when time enough has elapsed, in his opinion, for the entire settlement to have taken place, the coping of the wall is found to be upon its predestined grade,—sixteen feet above mean low water. The sinkage has been about six inches, and so nearly uniform, that the wall may be said to have moved as a single mass. Excepting the removal of a considerable body of shoal ground off Long Wharf, the dredging has been confined to a belt in front of the Commonwealth's property, and a connect- ing channel to deep water beyond.

The Board of Harbor and Land Commissioners, in accord- ance with the provisions of law, respectfully submit their Annual Report for the year 1879. The Board were appointed under chap. 263 of the Acts of 1879, and entered upon their duties the first day of July, succeeding to the work heretofore in charge of the separate Boards of Harbor Commissioners and Land Commissioners. This report presents the result of the work of the entire year so far as practicable. South Boston Flats. By this name is known the large area of flats belonging to the Commonwealth bej'ond the riparian line of the north shore of South Boston, extending from Fort Point Channel to Castle Island, and including some 750 acres. Prior to 1869 the southerly bound of the Commonwealth's property adjoining the property of the Boston Wharf Com- pany had not been adjusted ; but in that year it was defi- nitely settled.
