REPORT TO THE CITY COUNCIL FROM PUBLIC HEALTH & SAFETY COMMITTEE August 26, 2021 A regular meeting of the committee was convened at 1:30 pm on this date.

Pursuant to Statutes Section 13D.021, the meeting was held by electronic means and members and staff participated remotely due to the local public health emergency (novel coronavirus pandemic) declared on March 16, 2020.

Members Present: Council Members (Chair), Steve Fletcher (Vice-Chair), , , , and (Quorum - 4)

Matters listed below are hereby submitted with the following recommendations; to-wit:

1. Gift acceptance from the Chamber of Commerce for services from Dr. Matt Bostrom (2021-00841)

1. Authorizing Minneapolis Police Department (MPD) to enter into a Memorandum of Understanding with Matt Bostrom for research, development, and implementation of shared community values for policing and officers.

2. Passage of Resolution accepting donation from the Minneapolis Chamber of Commerce for services performed by Matt Bostrom, President of the Center for Values-Based Initiatives, to research, develop, and implement shared community values for policing and police officers, valued at $250,000.

Chair Cunningham yielded the floor to Deputy Chief Amelia Huffman and Dr. Matt Bostrom to answer questions from committee members.

2. Grant application to the United States Department of Housing and Urban Development (HUD) for corrective healthy home activities (2021-00945)

Authorizing a grant application to the U.S. Department of Housing and Urban Development (HUD), in the amount of $2,000,000, for a 3.5 year period from Jan 1, 2022 through Jun 30, 2025, to correct housing based health hazards in Minneapolis residential units for income qualified properties hazards.

3. Minnesota Department of Health grant amendment to support Maternal Child Health efforts (2021-00946)

1. Accepting a grant amendment, through the City Council as the Community Health Board, from the Minnesota Department of Health, in the amount of $847,956, for the period of October 1, 2021 through September 30, 2022, to support Title V Maternal Child Health Block Grant activities.

2. Authorizing an amended agreement with the Minnesota Department of Health for the additional grant funds.

4. Contracts with neighborhood organizations qualifying for the Neighborhoods 2020 Shared Resources and Collaborations fund (2021-00949)

1. Authorizing a contract with Stevens Square Community Organization, in the amount of $15,000, for providing administrative support and oversight of Stevens Square Community Organization and the Phillips West Neighborhood Organization.

2. Authorizing a contract with Lyndale Neighborhood Association, in the amount of $15,000, for providing a shared resource staff member with Kingfield neighborhood.

5. Community safety update (2021-00071)

Receiving and filing a presentation on community safety.

Staff presentation by: Josh Peterson from the Office of Violence Prevention; and Commander Jason Case, Scott Wolfert, and Lindsay Larsen from the Minneapolis Police Department.

The presentation was received and filed.

6. Overview of community safety project from Leadership for a Networked World at Harvard University (2021- 00948)

Receiving and filing an update on the project plan surrounding community safety led by Dr. Antonio Oftelie and a team at Leadership for a Networked World at Harvard University.
